About The Position

TabaPay Bank is looking for a highly experienced Director of Capital & Liquidity Planning and Stress Testing to lead the Bank’s enterprise approach to capital adequacy, liquidity planning, funding resilience, and scenario-based stress testing. Reporting to the Chief Financial Officer, this leader will own forward-looking capital and liquidity planning processes and connect the Bank’s strategic plan, balance-sheet outlook, risk profile, funding needs, regulatory requirements, and stress scenarios into a clear view of financial resilience. The successful candidate will bring deep experience in banking, regulatory capital, liquidity risk management, stress testing, and model governance. Experience in payments, merchant acquiring, fintech, embedded finance, or other transaction-intensive banking environments is highly valued.

Requirements

• Bachelor’s degree in Finance, Accounting, Economics, Business, or a related field.
• 8+ years of relevant experience in banking, capital planning, liquidity risk management, treasury, stress testing, or financial risk management.
• Significant hands-on experience with bank capital planning, liquidity planning, and stress-testing processes.
• Strong understanding of bank balance-sheet dynamics, liquidity risk drivers, funding profiles, capital formation, regulatory capital, and risk-weighted assets.
• Demonstrated ability to build and govern capital, liquidity, funding, and stress-testing models.
• Experience designing stress scenarios, sensitivity analyses, reverse-stress analyses, and defensible modeling assumptions.
• Excellent analytical, quantitative, communication, and executive presentation skills.
• Ability to translate complex capital, liquidity, funding, and stress-testing information into clear recommendations for senior leaders and Board audiences.
• Experience preparing executive, Board, and regulatory materials related to capital adequacy, liquidity, funding resilience, and stress testing.

• MBA, CFA, CPA, FRM, or similar professional qualification.
• Experience at an OCC-, Federal Reserve-, or FDIC-supervised financial institution.
• Experience supporting regulatory examinations, supervisory requests, or remediation efforts.
• Experience with newly formed, acquired, or rapidly growing banks.
• Knowledge of asset/liability management, liquidity risk management, contingency funding planning, and payments-related funding dynamics.
• Experience with payments, merchant acquiring, PayFac sponsorship, card processing, payment-network economics, real-time payments, settlement and counterparty risk, merchant reserves, payments-related deposits, prefunding, fintech, or embedded finance is strongly preferred.

Responsibilities

• Lead the development and ongoing maintenance of the Bank’s comprehensive capital plan.
• Integrate capital planning with the Bank’s strategic plan, balance-sheet outlook, risk profile, liquidity position, and stress-testing framework.
• Forecast key regulatory capital metrics, including CET1, Tier 1 capital, total capital, leverage ratios, risk-weighted assets, and applicable internal and regulatory requirements.
• Establish and monitor internal capital targets, limits, buffers, and early-warning indicators.
• Evaluate capital adequacy relative to the Bank’s current and prospective risk profile.
• Develop and maintain the Bank’s liquidity planning framework, including funding needs, liquidity buffers, contingency funding actions, and early-warning indicators.
• Assess liquidity requirements associated with customer deposits, settlement obligations, payment flows, prefunding, merchant reserves, and other transaction-driven exposures.
• Partner with Treasury to evaluate funding sources, deposit stability, cash flow needs, intraday liquidity, and stressed liquidity capacity.
• Establish and monitor liquidity metrics, limits, thresholds, and escalation triggers for management and Board reporting.
• Support contingency funding planning and liquidity stress testing across idiosyncratic, market-wide, and combined stress scenarios.
• Own the Bank’s capital and liquidity stress-testing framework.
• Design baseline, adverse, and reverse-stress scenarios appropriate for the Bank’s size, complexity, business model, and risk profile.
• Translate stress scenarios into impacts on capital, liquidity, funding capacity, earnings, balance sheet, risk-weighted assets, losses, deposit balances, settlement exposures, and other material metrics.
• Partner across Finance, Treasury, Risk Management, and business teams to ensure stress assumptions are well supported, challenged, documented, and actionable.
• Develop capital and liquidity stress scenarios tailored to a payments-focused bank, including potential impacts from merchant or PayFac failures, acquiring losses, elevated chargebacks and refunds, settlement losses, counterparty defaults, fraud and operational losses, network assessments or penalties, processing disruptions, rapid transaction-volume changes, client concentration, deposit outflows, and changes in interchange or network economics.
• Evaluate how these scenarios affect liquidity needs, funding capacity, settlement obligations, capital adequacy, and management contingency actions.
• Develop clear, insightful capital, liquidity, and stress-testing reporting packages for executive management.
• Prepare Board and committee materials covering capital adequacy, liquidity position, funding resilience, stress-testing results, emerging risks, and recommended management actions.
• Support regulatory examinations, supervisory requests, and discussions related to capital adequacy, liquidity adequacy, stress testing, and planning assumptions.
• Build, maintain, and continuously improve capital, liquidity, funding, and stress-testing models.
• Establish strong controls over model inputs, assumptions, calculations, outputs, documentation, and change management.
• Coordinate independent review and challenge of significant assumptions, methodologies, and results.
