Requirements

  • Master's level education in Criminology, Criminal Justice, Business Administration or related discipline, and at least 10 years recent related managerial experience in corporate protection services in a large complex multi-site organization, or an equivalent combination of education, training and experience.
  • Certified Health Care Protection Administrator (CHPA) or Certified Protection Professional or equivalent designation.
  • Demonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed.
  • Demonstrated ability to lead, plan, manage, organize, and problem solve.
  • Working knowledge of appropriate legislation and provincial/national standards on fire safety, building codes, security and protection of privacy.
  • Uses sound business acumen to develop and maintain mutually beneficial relationships with business partners as well as other external partners throughout high profile endeavours.

Responsibilities

  • Responsible for enterprise-wide strategy and governance for all electronic security technologies, ensuring system design, investments, and implementation plans align with organizational priorities and long-term risk objectives. Sets direction for diverse electronic security systems, integrates emerging technologies, and maintains cohesive programmatic structures that strengthen resilience, compliance, and a consistent security posture across the Organizations.
  • Develops and governs enterprise electronic security system standards, policies, and procedures that align with regulatory requirements, building codes, organizational policies, and program frameworks. Works with the IPS Operations training and development team on the creation of education and training resources for system users to support consistent commissioning, operation, and adoption of IPS electronic security systems across the Organizations.
  • Works with the Executive Director to provide leadership and oversight in the planning and day to day administration of electronic security/protection for the Organizations by ensuring consistency with the strategic plans of the Organizations and with industry standards and accreditation bodies. Establishes priorities, policies, procedures and budgets.
  • Collaborates with senior project and planning leads in the organization to support electronic security/protection requirements in new construction and major renovations. Provides overall leadership, direction and supervision to assigned team members, ensuring all system designs comply with applicable building codes, regulatory standards, industry best practices, IPS electronic security systems standards and organizational security policies. Oversees the full lifecycle of system deployment, including design review, quality assurance, testing, commissioning, and final acceptance.
  • Develops the operating and capital budgets for the portfolios including budget preparation, authorization control, allocation of resources, monitoring budget performance and reporting of expenditures; implements corrective action as required to ensure that expenditures are within approved budget by planning and adjusting portfolio operations; prepares summaries of fiscal reporting, as required for the portfolio.
  • Manages designated staff by selecting, directing, monitoring and when necessary, disciplining staff, developing and implementing appropriate staff training, development and retention plans; investigates performance issues and/or related staff issues and implements disciplinary action up to and including employee terminations, where required.
  • Plans and implements an effective operational performance review program for BISI and QIA to ensure a high level of client satisfaction and staff performance; establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the BISI and QIA portfolios including activities and progress on objectives and projects.
  • Leads the strategic design and administration of a comprehensive program that manages security system service requests spanning consultations, new installations, repairs, and system enhancements. Sets enterprise service protocols, optimizes workflows, and ensures responsive, efficient, and technically sound customer support that aligns with organizational priorities and strengthens overall security system performance.
  • Provides strategic leadership and oversight for enterprise incident and performance reporting, ensuring robust systems for data collection, analysis, and timely reporting of key performance indicators. Champions the adoption of advanced applications and tools to strengthen data quality, governance, and standardized reporting. Directs the development and execution of organization-wide strategies that advance IPS reporting, including stakeholder engagement, cross-functional consultation, staff education, and integrated communications to drive consistent, high-value performance insights.
  • Provides oversight and strategic direction for the procurement of external security solutions and services, guiding enterprise participation in RFI, RFQ, ITQ, RFP and other associated procurement processes and ensuring alignment with organizational priorities and funding strategies. Builds and maintains high-level vendor relationships, evaluates proposals, negotiates complex contracts to optimize value, performance, and long-term partnership outcomes.
  • Oversees the strategic design, governance, and continuous advancement of a comprehensive quality improvement program spanning all IPS business streams. Sets enterprise expectations for performance excellence, establishes evaluation frameworks, and drives data-informed improvement strategies. Aligns quality initiatives with organizational priorities, regulatory obligations, and operational needs while fostering cross-program collaboration, accountability, and a culture of sustained service enhancement.
  • Responsible for the design and execution of a comprehensive preventative maintenance and asset management program for all electronic security devices and hardware across the Organizations. Establishes enterprise standards for lifecycle management, reliability, and performance, ensuring systems remain fully operational, compliant, and aligned with regulatory, technical, and organizational requirements. Directs long range planning, vendor coordination, and resource allocation to optimize maintenance efficiency, reduce downtime, and extend asset life.
  • Leads the creation and management of enterprise Preventative Maintenance Agreements (PMAs) and Service Level Agreements (SLAs) with external security system vendors, defining performance expectations, compliance requirements, and service standards that ensure reliability and lifecycle integrity of all security technologies. Oversees contract development, negotiation, and vendor performance to secure consistent, high-quality service delivery across the IPS program.
  • Leads program initiatives involving the design, evaluation, and implementation of new technologies across the IPS portfolio, ensuring alignment with organizational priorities and security requirements. Oversees project management activities and directs all associated privacy and IMIT security reviews, establishing enterprise standards that support responsible innovation, risk aware decision making, and consistent adoption of emerging solutions.
  • Represents the Organizations through participation on committees, organizations, advisory councils and in public relations activities and, as appropriate, at local, provincial and national levels.
