About The Position

Take ownership of shaping solution approaches that align with CMS expectations, ensuring they can be successfully delivered and clearly understood by CMS clients. Apply your knowledge of CMS program environments, business processes, and day‑to‑day operational workflows to support high‑visibility captures, proposals, and programs. Use your understanding of CMS systems and interfaces to identify opportunities for growth and to communicate effectively with project teams, capture teams, senior leadership, and other stakeholders. Provide a high‑level view of solution option, showing how they fit within CMS’s current ecosystem and long‑term goals, and highlight their potential to improve efficiency, follow industry best practices, and support sustainable modernization. Stay familiar with evolving CMS standards, federal requirements, and industry trends that influence how CMS manages and advances its technology landscape. Help guide CMS’s transformation by supporting efforts such as modernizing legacy workflows, improving user experiences across CMS platforms, and integrating enhanced capabilities where they make the most impact. Mentor future technologists and developers so they can grow into solution leaders who understand how CMS truly operates.

Requirements

  • 10+ years of experience with multi-disciplinary solutions for CMS across analytics, big data, cybersecurity, software engineering, predictive analytics, AI/ML, and Agentic AI
  • 3+ years of experience with the direct management of complex solutions and development proposal efforts for CMS in excess of $150M
  • Experience in solution architecture, including data and analytics for enterprise infrastructure
  • Experience designing scalable, secure, performant, and robust Agentic AI solutions within federal cloud hosting environments
  • Experience with the CMS procurement process and responding to solicitations
  • Knowledge of modern software design patterns, including microservices, event driven architecture, and agentic workflows
  • Knowledge of programming languages such as Java, Python, or C#
  • Knowledge of Cloud Service Providers such as AWS, Azure, or GCP
  • Knowledge of DevOps or DevSecOps tools such as Jenkins, Docker, Kubernetes, Artifact Management, or SonarQube
  • Knowledge of data engineering, including SQL, ETL/ELT, streaming, orchestration, or integration
  • Knowledge of CMS programs, systems, and clients
  • Ability to lead teams and stakeholders of all levels throughout the solutioning process
  • Bachelor's degree

  • Experience developing and maintaining effective internal and external business relationships with clients and industry partners
  • Experience with the business development lifecycle, including capability marketing, and applying solution-selling methodologies
  • Ability to communicate multi-step and interdependent activities effectively to ensure efficient execution of captured efforts
  • Master's degree
  • Associate or Professional level AWS, Azure, or GCP Cloud Certification
  • Associate level Artificial Intelligence or Machine Learning Certification
