About The Position

Valkyrie Enterprises is seeking a Planner Estimator who is familiar with Naval Machine Systems and the repair of a variety of shipboard machinery and components. This role involves presenting work requirement statements, providing detailed cost estimates, maintaining a cost estimating guide, conducting ship checks, developing schedules and material procurement lists, and reviewing technical drawings and specifications. The position requires a thorough understanding of ship maintenance strategies, repair and overhaul programs, and the ability to write and review Depot level 4E specifications for various marine systems. The candidate will analyze blueprints and documentation to prepare estimates, assess material condition, and identify repair and modification requirements.

Requirements

  • Bachelor of Science degree in an engineering or science field, OR high school diploma or equivalent and at least 8 years of experience in the Naval Marine Engineering field holding responsible engineering-related positions, with successful completion of naval technical training schools (e.g., Naval Academy, Merchant Marine Academy, Military Class “A” or “C” school) which together with experience provide the equivalency of a BS degree.
  • Overall understanding of modifying and repairing a variety of shipboard machinery systems and their components.
  • Proficiency in writing and reviewing Depot level 4E specifications for the maintenance, inspection, and test of marine main propulsion diesel engines, diesel generators, and component systems, and diagnosing improper operating procedures and equipment casualties/failures.
  • Comprehensive and thorough knowledge of the full range of principles, concepts, and practices related to surface combatant ships, carrier and submarine repair and overhaul programs, including ship modernization.
  • Background and experience in NAVSEA Standard Items (NSI), JFMM VIII-4E, military and commercial specifications and standards, naval drawings, shipbuilding/ship repair practices, and industrial processes.
  • Working knowledge in the use of automated data processing equipment and various software programs mandated for government use for the preparation of work specifications.
  • Proficiency in Navy Maintenance Database Basic Knowledge, or ability to be a fast learner if not familiar with the NMD program.
  • Knowledge and experience of technical writing to develop detailed reports, recommendations, planning documents, and correspondence concerning labor conditions, production costs, methods, process, and material costs related to the ship repair industry, as well as government and local practices.
  • Evidence of experience or certification for the Machinery/Diesel position must be provided with the application.
  • US citizenship.
  • Eligibility requirements to obtain and maintain a Secret Clearance issued by the US Government.
  • Ability to obtain and maintain appropriate identification credentials, such as REAL ID, if travel by domestic flight or access to secure federal facilities/military bases is required.
  • Ability to lift, carry and transport heavy equipment and boxes (no less than 30 lbs).
  • Ability to work on and climb US Navy Ship ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions, and in confined spaces.

Nice To Haves

  • Familiarity with Amphibious Ship Diesel Maintenance Strategy.
  • Familiarity with the use of Engineering Approved Technical Procedures (EATPs).
  • Experience with fixing Navy and Shipboard machinery.

Responsibilities

  • Presenting work requirement statements at the SWLIN and Line-Item level for ship's force Alteration Installation Team (AIT) and shipyard work, including service and repair routines, modernization, and preventative maintenance actions.
  • Providing detailed cost estimates, to the paragraph and trade level, for developed work specifications and new work written by planners.
  • Maintaining and managing the cost estimating guide.
  • Conducting ship checks to validate repair/alteration information.
  • Providing estimates, based upon ship checks as feasible, for all assigned solicitations.
  • Conducting the development of schedules and material procurement lists for all assigned tasks.
  • Thoroughly reviewing all work specifications and applicable reference materials to ensure a complete and accurate understanding of work scope requirements.
  • Working from technical drawings, design memos and sketches, then validating on-site requirements when developing specifications.
  • Performing shipboard inspections, reviewing technical data, providing labor and material estimates, documenting and maintaining the Machinery knowledge base data, and writing and reviewing specifications.
  • Writing and reviewing Depot level 4E specifications for the maintenance, inspection, and test of marine main propulsion diesel engines, diesel generators, and component systems, and diagnosing improper operating procedures and equipment casualties/failures.
  • Inspecting, maintaining, and being familiar with repairs necessary on steam turbines used for ship's propulsion and auxiliary equipment such as turbo generators, pumps, refrigeration/air conditioning, and laundry equipment.
  • Analyzing blueprints, drawing packages, and other documentation to prepare time, labor, and material estimates for both shop and shipboard efforts.
  • Assessing ship's material condition by reviewing ship check data, conducting ship checks, researching ship documents, analyzing ship conditions and tests, and determining scope of work required by reviewing and validating Work Notifications (2-Kilos).
  • Interpreting and using all technical and material information available in Navy, Shipbuilder, and Manufacturer drawings, technical manuals, documents, Equipment Manufacturer’s data, and/or other pertinent commercial data to identify repair requirements, modification requirements, and price.
  • Identifying Order materials.
