About The Position

The State of Nebraska Department of Health and Human Services is seeking a motivated and highly organized individual to join the Division of Behavioral Health as a DHHS Program Manager I supporting the Rural Health Transformation Program (RHTP) Behavioral Health initiatives. In this role, you will provide critical oversight and coordination for statewide initiatives including mobile crisis services, crisis stabilization programs, integrated behavioral health efforts, and a rural nursing home pilot. You will work closely with executive leadership, state agencies, providers, and community partners to implement contracts, monitor performance, ensure compliance, and evaluate program outcomes. This position plays a key role in strengthening system integration, supporting data-driven decision-making, and ensuring the successful delivery of federally funded behavioral health initiatives.

Requirements

  • Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets.
  • Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for year basis.
  • Valid Driver's license is required
  • Knowledge of: Behavioral health systems, programs, and service delivery models
  • Knowledge of: Contract management, grant administration, and compliance requirements
  • Knowledge of: Program evaluation, data analysis, and performance measurement
  • Knowledge of: Public sector operations and stakeholder engagement

Nice To Haves

  • Demonstrated proficiency in Microsoft Teams and advanced Microsoft Excel skills for tracking, reporting, and data analysis.
  • A bachelor’s degree in public health, business, or a related field is preferred.
  • Experience managing complex, multi-stakeholder projects with competing priorities and deadlines.
  • Familiarity with government reporting requirements, grant administration, and compliance processes.
  • Strong organizational skills and the ability to analyze and clearly present data to support program monitoring, evaluation, and decision-making are also highly valued.

Responsibilities

  • Oversee and manage contracts and agreements for multiple Behavioral Health initiatives, ensuring compliance, deliverables, and budget accountability.
  • Lead implementation of statewide programs, including Mobile Crisis services, Crisis Stabilization, and a Rural Nursing Home Pilot.
  • Coordinate with internal leadership, state agencies, providers, and community partners to ensure successful program execution.
  • Monitor program performance, evaluate outcomes, and provide regular updates to executive and senior leadership.
  • Manage grant processes, including reviewing proposals, executing agreements, and tracking expenditures.
  • Support data collection, reporting, and continuous quality improvement efforts aligned with state and RHTP requirements.
  • Build and maintain partnerships with behavioral health regions, hospitals, clinics, and other stakeholders.
  • Contribute to policy development and system integration efforts to ensure long-term sustainability of programs.
