About The Position

As Development Review Environmental Manager, you will lead with a strong commitment to exceptional customer service and continuous improvement. You will oversee environmental services and technical support for the DRS environmental group, ensuring that our team not only meets but exceeds expectations in compliance with the County’s Land Development Code and NPDES Program. In this leadership role, you will perform administrative and professional work with supervisory responsibility of an environmental program involving land development and permitting; plan, assign and supervise the work of professional and technical employees engaged in the review of site plans, building permit records, NPDES compliance, zoning clearances, tree permits, habitat permits and conducting habitat inspections to ensure compliance with County codes, ordinances and state regulations. You will be instrumental in optimizing environmental workloads and execution to meet target Level of Service KPIs and project schedules. Your role involves complex coordination with various County departments and extensive public interaction to manage environmental activities and natural resource management.

Requirements

  • Six (6) years of professional experience in environmental practices with a focus in land development that include two (2) years of supervisor and manager experience in the area of land development; or a Bachelors degree with major coursework in physical, natural or biological science, landscape architecture, environmental engineering or a related degree and four (4) years of experience as described above; or a Master’s degree and two (2) years of professional experience including supervisory experience as described above; or an equivalent combination of education, training and/or experience.
  • Proficiency working within a permitting software platform and electronic plan review or similar CAD platform.
  • Progressive problem solver and demonstrated issue resolution to technical processes and design.
  • Proactive customer/client focused professional.
  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency and/or disaster situations.
  • Knowledge of principles and procedures of sound public environmental management programs and Pinellas County Environmental Codes and Ordinances.
  • Knowledge of GIS computer systems.
  • Knowledge of national, state, and local environmentally related laws, ordinances, codes, and regulations.
  • Knowledge of the principles and practices of civil and environmental engineering.
  • Knowledge of biology, chemistry, physics, math, statistics and natural sciences.
  • Skill in public speaking and ability to make effective presentations to a variety of audiences.
  • Ability to plan, supervise, and execute a progressive environmental management program related to the specialized area of assignment.
  • Ability to apply computer applications and software to bring further efficiencies to staff operations.
  • Ability to effectively communicate orally and in writing and to prepare comprehensive technical reports.
  • Ability to establish and maintain effective working relationships with fellow employees, County, municipal, state agencies and the general public.
  • Ability to supervise subordinate staff, participate in studies, analyze information and formulate recommendations based upon findings.
  • Ability to operate a personal computer and other automated systems to enter and retrieve information, monitor work performed and to communicate information in reports, etc.

Responsibilities

  • Supervise, coordinate and provide technical guidance to the DRS environmental staff, overseeing environmental review and technical services.
  • Ensure the timely and effective preparation of technical reports and reviews, and coordinate with developers and design professionals.
  • Provide strategic guidance and vision over environmental review processes, staff training, and consultant management.
  • Motivate, coach, train, and mentor staff to enhance their skills and performance.
  • Develops and manages an environmental permitting program involving the review and issuance of permits, compliance monitoring, variances, policies, and enforcement of several ordinances.
  • Supervises, plans, reviews and oversees the work of a staff of subordinate Environmental Specialists and gives assistance and advice on difficult and unusual problems.
  • Reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance and submits to proper agencies.
  • Participates in pre-application meetings with contractors, developers, engineers and the general public and provides information, rule interpretation and assistance to ensure compliance with regulations.
  • Reviews requests for waivers, administrative adjustments and variances, and applies professional environmental regulation standards to unique situations in approving or denying same.
  • Ensures that all environmental land development codes are enforced and interprets ordinances.
  • Develops program budgets, standard operating procedures and tracks inventory and asset control.
  • Oversees the fine citation process, the implementation of fines to final disposition and ensures that all procedures are done correctly.
  • Consults with property owners, general public, governmental and municipal bodies on interpretation and application of codes and ordinances.
  • Liaisons with other County departments and state and federal agencies on mutual problems and may appear as an expert witness in court cases.
  • Investigates and resolves various environmental issues and complaints and prepares follow-up reports and correspondence.
  • Directs, conducts, and coordinates specialized environmental studies and prepares environmental reports and correspondence.
  • Recommends the hiring, promoting and disciplining of division personnel, and is responsible for performance evaluations.
  • Performs other related job duties as assigned.
