About The Position

The Pima County Information Technology Department is seeking a self-motivated, thorough, disciplined and perceptive individual to serve in the role of IT Engineering Supervisor, focused on leading Development Modernization and will be responsible for driving the evolution of the organization’s software development practices, tools, and technologies. This role focuses on modernizing legacy processes, introducing best in class engineering approaches, and enabling teams to deliver faster, more reliable, and more scalable solutions. The ideal candidate is a hands-on leader who thrives at the intersection of people, process, and technology, with a passion for continuous improvement and innovation.

Requirements

  • Bachelor’s degree from an accredited college or university AND six (6) years of experience in data administration, system administration, software development, software administration, or Enterprise application administration.
  • Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment.
  • Satisfactory completion of a personal background investigation, polygraph examination and/or pre/post-appointment drug-testing by law enforcement agencies due to need for access to law enforcement, corrections or court facilities, property and associated confidential and sensitive information, documents, communications and data base systems.
  • Satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.
  • Pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.

Nice To Haves

  • Five years experience modernizing legacy applications or systems.
  • Familiarity with container orchestration.
  • Five years experience with platform engineering, internal developer platforms, or environment provisioning automation.
  • Background in enterprise environments with strong governance or regulatory requirements.
  • Minimum five (5) years experience with prior leadership or technical lead experience guiding cross‑functional teams.
  • Minimum five (5) years experience working as a developer lead or supervisor in an enterprise level environment.
  • Minimum ten (10) years experience as a software developer.
  • Minimum five (5) years experience implementing best practices across development, testing, automation, and documentation in an enterprise level environment.

Responsibilities

  • Lead and execute the modernization of development processes, tools, and platforms across the IT organization.
  • Assess current development practices, identify gaps, and create a roadmap for modernization (e.g., cloud-native architecture, automation, DevOps adoption, CI/CD pipelines).
  • Promote and champion emerging technologies, development frameworks, and engineering standards that improve quality, security, speed, and maintainability.
  • Partner closely with application teams, infrastructure, architecture, security, and business stakeholders to align modernization efforts with enterprise goals.
  • Establish and refine best practices for coding, testing, version control, deployment, documentation, and monitoring.
  • Guide teams in adopting Agile and DevOps principles, helping shift culture from legacy models to iterative, automated, and collaborative workflows.
  • Lead pilot programs, proof of concept initiatives, and technology evaluations to test and validate new solutions.
  • Provide coaching, mentorship, and technical guidance to development teams, helping build internal capability with modern tools and methods.
  • Oversee metrics collection and reporting for modernization progress, development efficiency, automation adoption, and quality improvements.
  • Advocate for a culture of learning, experimentation, and continuous improvement.
  • Develops procedures to maintain and support ongoing computing needs for enterprise-level IT systems, ensuring accurate documentation.
  • Creates and maintains capacity plans and disaster recovery plans for the designated IT functional unit.
  • Assists in establishing and justifying operating and capital budgets.
  • Oversees day-to-day operations of the computing center’s designated IT functional unit.
  • Works closely with other county entities to align IT strategies with organizational goals.
  • Ensures system components and associated jobs are properly scheduled and operational according to organizational requirements.
  • Coordinates, develops, and implements system administration policies, procedures, guidelines, and standards.
  • Forecasts system growth and provides proactive capacity management.
  • Analyzes, evaluates, and coordinates implementation of specific critical systems within the IT environment.
  • Leads a team and collaborates with external vendors to successfully achieve organizational objectives and goals.
  • Monitors and stay updated on the latest IT developments to ensure the team remains well-informed and receives appropriate training.
