About The Position

Under general supervision, provides report writing, database administration, scripting and programming support within the City; performs other duties as assigned. This role provides counsel and guidance to City staff regarding information technology software support, including database analysis, reporting and programming. It involves SQL server database administration, creating custom database stored procedures, triggers, views, and complex queries in SQL, and developing complex custom reports using a variety of reporting tools. The position also leads initiatives for integrations and APIs between applications, provides software solutions in the form of reports and applications, and assists with new product rollouts by reviewing and modifying existing reports or creating new ones. The ability to create custom tools as needed in support of business units, including web-based applications or integrations with new software, is essential. The role involves designing, testing, installing, and implementing various systems, including application software and database updates. It requires working with end-users and application support staff to define needs and provide enhancements to city workflows and software systems, as well as designing, developing, and implementing needed application software customizations. Interpreting written business requirements and technical specification documents to design and develop technical solutions is a key responsibility. The role also includes developing technical design documents and test scripts, performing extraction and import of client data during software migration efforts, and providing application support focused on research, remediation, and documentation of complex issues. Additionally, it involves researching solutions for existing problems, gathering information on new technologies, performing various special projects and assignments, and designing, developing, testing, deploying, and maintaining custom GIS applications utilizing ESRI APIs and SDKs, web-based mapping applications, and mobile GIS applications. Employees may be required to work during emergencies to ensure public safety and vital service delivery.

Requirements

  • Bachelor’s Degree in Computer Science or a related field; AND eight years’ experience in database development/administration and programming; OR an equivalent combination of education and experience.
  • Knowledge of City organization, operations, policies, and procedures.
  • Knowledge of Principles and practices of information technology management.
  • Knowledge of Principles and practices of database development, including design, stored procedures and related processes.
  • Knowledge of Implementation and administration of critical software applications.
  • Knowledge of Oracle and SQL database administration principles and practices
  • Knowledge of Application server installation, configuration and administration.
  • Knowledge of Principles and practices of programming.
  • Knowledge of Principles and practices of project management.
  • Knowledge of Principles and practices of information technology research.
  • Knowledge of State and federal statutes, rules, and regulations.
  • Knowledge of Texas local government codes.
  • Knowledge of Business and personal computers, and spreadsheet software applications.
  • Skill in managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Skill in analyzing information technology issues, evaluating alternatives, and developing recommendations and reports.
  • Skill in translating verbal and electronic user requests into software modifications, reports and expanded software functionality.
  • Skill in understanding and applying City policies and procedures, and applicable federal and state regulations.
  • Skill in explaining City information technology policies and procedures while exercising the highest degree of confidentiality.
  • Skill in establishing and maintaining cooperative working relationships with all levels within the City.

Responsibilities

  • Provides counsel and guidance to City staff regarding information technology software support, including database analysis, reporting and programming.

  • Create custom widgets, tools, and extensions for ArcGIS applications.
  • Develop mobile GIS applications utilizing ESRI mobile technologies.
