Our client is a leading global Consultancy renowned for delivering high-profile, complex, iconic, large-scale capital projects. We are currently seeking a dedicated and accomplished Deputy Project Manager for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability. The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history. As the Deputy Project Manager, you will play a pivotal role in the delivery of this significant project. Requirements

  • Bachelor's degree in Engineering, Construction Management, Architecture, or a related field
  • Minimum of 8 years of progressive project or construction management experience on large‑scale infrastructure, tunnel, rail, or major transportation projects.
  • Demonstrated experience managing federally funded projects, with strong understanding of environmental and regulatory compliance requirements, including federal, state, and local codes, standards, and permitting processes.
  • Advanced knowledge of project controls, including scheduling, cost estimating, document management, change management, risk management, and dispute resolution.
  • Proven leadership and team management capabilities, with the ability to coordinate multidisciplinary teams, manage multiple priorities, and proactively identify and mitigate project risks.
  • Proficiency with project management systems, BIM technologies, and digital delivery tools to support efficient, transparent, and data‑driven project execution.
  • Excellent organizational, analytical, and communication skills, with a strong commitment to safety, sustainability, innovation, and continuous improvement in project delivery.

Responsibilities

  • Support the Project Manager in overall project leadership, including organizational structure, staffing and resource planning, contract administration, and coordination with project partners, steering committees, and technical standards groups.
  • Lead stakeholder, agency, and partner engagement by coordinating procurements, scope packaging decisions, technical evaluations, public records responses, and preparation of presentations, briefings, reports, and meeting documentation.
  • Oversee environmental compliance and sustainability programs, including environmental monitoring, NEPA evaluations, hazardous materials tracking, soils and materials management, Buy America compliance, grants administration, and community engagement.
  • Direct project controls and reporting functions, including schedule and budget management, cost estimating, risk assessments, change management, document and records control, dispute resolution, and contractor invoice review.
  • Lead package delivery and interface management, coordinating multidisciplinary stakeholders and overseeing site supervision and field management to ensure compliance with construction management, safety, and security plans.
  • Oversee safety management and incident response planning, including review of contractor safety and security plans and implementation of response actions for safety events.
  • Lead quality assurance and testing activities, including implementation of quality management plans, audits, verification of testing and inspection compliance, and planning for testing and commissioning of package systems.
  • Oversee design review, BIM implementation, and project close‑out activities, including constructability and value engineering reviews, digital delivery processes, punch‑list resolution, as‑built reviews, warranty tracking, and asset maintenance planning.
