About The Position

Amentum Technology Inc. (ATI) is the Large Business Team Lead for a newly awarded five-year contract in the Maryland area. The program delivers enterprise-wide cybersecurity, Risk Management Framework (RMF) support across the customer’s enterprise. The Deputy Program Manager reports directly to the Program Manager. The Deputy Program Manager primary role is to assist the PMO on orchestrating cost, schedule, risk, performance, staffing, and deliverables across several Prime Technical Task Orders (TTOs). The Deputy Program Manager also assists with facilitating team-wide PMO operations across Prime contracts. This role offers the opportunity to lead high-impact program operations on a strategic cybersecurity contract, work shoulder-to-shoulder with senior customer counterparts and shape outcomes that protect and support resources.

Requirements

  • Demonstrated experience with DoD/IC program management on Cost Plus Award Fee (CPAF) or comparable cost-reimbursable contracts.
  • Proven ability to manage several concurrent Technical Task Orders (TTOs), CDRL deliverables, and non-standard teaming structures such as JV, MFT or LSMFT.
  • Working knowledge of NIST RMF, authorization of workflows, and cybersecurity service operations.
  • Strong financial and EVM literacy: EAC, BOE, FLHER, accruals, invoicing, award-fee management, and customer reporting (CDRs, QARs).
  • Proficiency with Microsoft Excel, Microsoft Project, Power BI, ServiceNow, SharePoint, CostPoint and PMO collaboration tooling.
  • Excellent written and verbal communication skills; able to brief senior internal and external leadership with composure and precision.
  • Detail-oriented, systems-thinker with a track record of building repeatable processes, dashboards, and management cadences that scale.
  • Demonstrated ability to lead cross-functional teams, mentor staff, and collaborate in a team environment.
  • Demonstrated experience managing the cost, schedule, and budget of a contract against mission requirements and prioritization.
  • Ensures quality on projects, improves the operations of project teams, and prioritizes and allocates resources.
  • Ability to maintain composure and decision quality during surge events, audits, and high-visibility customer escalations.
  • Active TS/SCI with Polygraph
  • Bachelor’s degree in information systems management, Business, Engineering, Computer Science, or a related discipline.
  • Fifteen (15) or more years of experience as a Program Manager on IT projects of comparable complexity and scope to the Client’s requirements, including demonstrated experience successfully managing disparately located personnel, recent experience managing programs with complex requirements, and recent experience managing a program delivering IT security capabilities.
  • Project Management Professional (PMP) is required.

Nice To Haves

  • Master's degree strongly preferred.
  • Information Assurance Manager (IAM) Level II or III certification (e.g., CISSP, CISM, CASP+) strongly preferred to satisfy DoD 8140 / Cyberspace Workforce Improvement Program (CWIP) workforce coding.
  • Direct experience supporting Maryland Procurement Office (MPO)
  • Experience as Deputy Program Manager or Program Operations Manager on an LSMFT, JV, or multi-Prime construct with documented Small Business participation goals.
  • Experience operating or leading a collaborative Program Management structure.
  • Familiarity with CDRLS/ deliverables and MPO-specific reporting tools and deadlines.
  • Power BI dashboard design and ServiceNow workflow experience.
  • Demonstrated use of AI / generative AI tools to accelerate PMO operations — automated status reporting, deliverable drafting, risk register synthesis, and dashboard intelligence.
  • Master’s degree in information systems management, Cybersecurity, Engineering, Computer Science, Management, or related field.
  • Lean Six Sigma Green/Black Belt or equivalent process-improvement credential.

Responsibilities

  • Leading day-to-day PMO operations across the contract teams; serve as deputy operational authority and trusted delegate to the Program Manager for execution decisions on cost, schedule, resource allocation, and customer engagement.
  • Developing and driving team workflows and processes.
  • Monitoring, tracking, and reporting of performance, schedule, cost, and risk across all TTOs using software tools and analysis.
  • Manage the CDRL and non-CDRL deliverables portfolio, including Financial Report, Status, Compliance and Inventory.
  • Coordinate and facilitate the recurring PMO business tempo: Status Meetings, Standups, Monthly Status Reviews, and Quarterly Program Reviews.
  • Issue immediate verbal and written notification to the CO/COR within one working day of any event that may jeopardize cost, schedule, or technical performance.
  • Lead Capabilities/Needs List process to anticipate and resolve customer needs, long-term direction shifts, and mission surges.
  • Coordinate requirements with the PMO functional team: TTO Leads, Contracts Manager, Subcontracts Manager, Finance/Accounting Lead, Recruiting, Program related Coordinator, CSSO, and Asset Manager.
  • Partner with the Finance Lead on EAC, accruals, invoicing, reporting, and limitation of funds notifications; ensure cost performance stays within funded ceilings.
  • Maintain the Contractor Position Roster Log (CPRL/eCPRL) in coordination with the CSSO.
  • Govern the Risk Register inside the shared PMO Portal; lead monthly risk review cadence, update mitigation owners, and elevate program-level risks to impacted parties and the customer.
  • Coordinate Government Furnished Property/Equipment (GFP/E), Materials & Procurement, Travel, Training, and Section 508 Compliance in partnership with TTO Leads PMO asset team, internal and external stakeholders.
  • Update the SOPs, Plans and Integrated Master Schedule (IMS) for incoming TTOs, surges, and contract-level changes.
  • Champion the team and drive cooperation across the PMO team, instill consistent processes, tools, and customer-facing deliverables.
  • Mentor junior PMO staff — including certification tracking, cross-training across MPO contracts, and career development planning.
