The Deputy Program Manager handles exceptionally complex, enterprise-level initiatives. You will serve as the primary strategic delegate for the Program Manager, orchestrating multi-million-dollar budgets, managing diverse stakeholder ecosystems, and mitigating critical technical, financial, and contractual risks. High School Diploma/GED with 10 years of relevant experience, OR Associates Degree with 8 years of relevant experience, OR Bachelor’s Degree with 6 years of relevant experience, OR Masters Degree with 4 years of relevant experience, OR PhD with 2 years of relevant experience (for Senior Level/Exceptionally Complex)
High School Diploma/GED with 12 years of relevant experience, OR Associates Degree with 10 years of relevant experience, OR Bachelor’s Degree with 8 years of relevant experience, OR Masters Degree with 6 years of relevant experience, OR PhD with 4 years of relevant experience (for SME Level/Exceptionally Complex)

Nice To Haves

Project Management Professional (PMP) or Program Management Professional (PgMP) strongly preferred.

Responsibilities

Act as the principal delegate for the Program Manager, assuming full operational and strategic authority in their absence.
Align program deliverables with broader organizational goals, key performance indicators (KPIs), and long-term business strategy.
Develop and maintain high-trust relationships with executive leadership, government agencies, subcontractors, and cross-functional teams.
Oversee complex, large-scale budgets. Manage burn rates, labor allocations, and Other Direct Costs (ODCs) across multiple task orders or sub-projects.
Conduct Earned Value Management (EVM), analyze cost variances, and identify underruns/overruns early to deploy corrective actions.
Identify talent and skills gaps across the enterprise and collaborate with line management on strategic workforce planning.
Identify, assess, and mitigate systemic risks related to cost, schedule, technical performance, and supply chain dependencies.
Ensure all program activities, deliverables, and data management adhere to strict federal, commercial, or industry-specific regulatory standards.
Establish and enforce Project Execution Plans, Quality Control Plans, and continuous improvement methodologies.
