About The Position

This role supports the Program Manager in overseeing new construction projects, acting as a key liaison with customers and managing various project aspects including contractual compliance, resource management, risk mitigation, estimating, and procurement. The Deputy Program Manager will ensure projects are executed accurately, compliantly, and competitively, while maintaining strong relationships with clients, prime contractors, and subcontractors.

Requirements

  • 4-year degree (relating to engineering technologies preferred) or equivalent combination of education and experience.
  • 8+ years of related experience and training.
  • Proven record of military and commercial marine program management.
  • A sound knowledge of the marine construction industry.
  • Proven ability to set tasks for self and others.
  • Ability to listen to staff and customers and act appropriately.
  • Excellent communication skills.
  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
  • Ability to check own work.
  • Candidates must meet employment eligibility guidelines: 18 years of age or older, US Person Status, no felony convictions of Theft/Deception or Violent crimes within seven years, no felony convictions of Drug crimes within three years.
  • Willing to submit to a drug screen.
  • Willing to submit to a background check.

Responsibilities

  • Support Program Manager in serving as the point of contact with the customer for all issues.
  • Manage customer relationships and report to the customer in terms of the contract.
  • Manage any Prime or Sub relationships that exist.
  • Support Business Development for preparation of all assigned proposals, ensuring accuracy, compliance, competitiveness, and executability.
  • Manage contract administration, specifications, drawings, and regulatory requirements.
  • Manage program resources to ensure full utilization of team members.
  • Develop and maintain program resource forecast demands.
  • Identify and mitigate program-specific risks and identify and maximize program opportunities.
  • Review estimates for accuracy and support labor estimates, material estimates, and make/buy reviews.
  • Coordinate with the change management team to execute changes in support of program requirements.
  • Manage procurement of materials and equipment, including order placement, on-time delivery, and supplier performance.
  • Oversee design to ensure compliance with specifications and regulatory requirements.
  • Support the Estimating Business System initiative to ensure Basis of Estimates are in accordance with DFARs Cost Estimating System Requirements.
