About The Position

Everforth ECS is seeking a Deputy Program Manager, Cyber Mission Integration & Modernization to support a large-scale CISA portfolio focused on advancing cybersecurity mission outcomes, enterprise modernization, and integrated service delivery across multiple mission areas. This role serves as a key leader within the program management team, responsible for bridging mission operations, cybersecurity strategy, enterprise architecture, modernization initiatives, and program execution. The successful candidate will help identify and mature mission solutions, drive cross-functional integration, align technical capabilities with operational priorities, and support the delivery of scalable and reusable services across the portfolio. The ideal candidate combines the strategic mindset of an enterprise architect or modernization leader with the execution discipline of an experienced federal program manager. This individual must be comfortable engaging senior government stakeholders, technical leaders, cybersecurity practitioners, and delivery teams to transform mission requirements into actionable roadmaps and measurable outcomes. This position is one of two Deputy Program Managers supporting the overall portfolio and works closely with program leadership, technical leadership, delivery teams, and government stakeholders.

Requirements

  • U.S. Citizen with ability to obtain and maintain DHS Public Trust suitability.
  • Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Engineering, Business, or related field.
  • 10+ years of experience leading federal programs, technology modernization initiatives, cybersecurity programs, enterprise architecture efforts, or mission integration activities.
  • Experience supporting federal civilian agencies, preferably DHS, CISA, or other cybersecurity-focused organizations.
  • Experience managing complex programs or portfolios involving multiple stakeholders, workstreams, and delivery teams.
  • Demonstrated experience translating technical strategies and mission requirements into executable plans and operational outcomes.
  • Strong understanding of cybersecurity, cloud modernization, Zero Trust, enterprise architecture, or federal technology transformation initiatives.
  • Experience leading cross-functional teams and influencing stakeholders across technical and operational organizations.
  • Strong strategic planning, systems thinking, problem-solving, and communication skills.
  • Experience supporting executive customer interactions and governance activities.

Responsibilities

  • Lead cross-functional collaboration to identify shared mission needs, dependencies, and opportunities for capability integration.
  • Translate customer requirements into scalable, repeatable, and mission-focused solutions.
  • Identify opportunities to standardize services, reduce duplication, and improve operational efficiency across the portfolio.
  • Facilitate integration across delivery, cybersecurity, engineering, and mission support functions.
  • Support the development of reusable service models, governance frameworks, and operational best practices.
  • Partner with technical leaders to develop and mature modernization roadmaps aligned to customer mission goals.
  • Identify and evaluate emerging technologies, cybersecurity capabilities, and modernization opportunities.
  • Support future-state solution development involving cloud, hybrid, Zero Trust, cybersecurity, and enterprise technology initiatives.
  • Conduct mission, capability, and operational gap analyses to inform strategic recommendations.
  • Contribute to innovation planning and development of a portfolio-level modernization pipeline.
  • Support cybersecurity, mission integration, and modernization efforts across operational and technical environments.
  • Advise stakeholders on implementation of scalable cybersecurity solutions and enterprise technology improvements.
  • Assist in aligning mission capabilities with evolving federal cybersecurity directives, CISA guidance, and modernization initiatives.
  • Promote integration between cybersecurity operations, enterprise architecture, technology modernization, and mission delivery objectives.
  • Support day-to-day execution and management of a large federal cybersecurity and IT services portfolio consisting of multiple projects, delivery teams, and stakeholders.
  • Serve as one of two Deputy Program Managers responsible for designated mission areas within the broader portfolio.
  • Manage program risks, dependencies, priorities, and execution activities across multiple workstreams.
  • Support customer governance activities, executive reviews, program planning, and strategic decision-making forums.
  • Partner with delivery leads to ensure alignment between mission priorities, customer expectations, and operational execution.
  • Direct and mentor the Capability Enablement Team, including Project Managers, Business Analysts, Technical Writers, and Communications resources.
  • Foster collaboration across technical, operational, and program management teams.
  • Support professional development and high performance across the organization.
