About The Position

AnaVation is seeking a highly motivated Deputy Program Manager / Agile Lead to support one of our cybersecurity programs in our San Antonio office. This position combines Deputy Program Manager responsibilities with hands-on Agile leadership supporting cybersecurity engineering, RMF, and cATO activities across multiple Value Streams. The position supports day-to-day program execution, working directly with Government leadership, ISSMs, ISSOs, ISSEs, cloud/DevSecOps engineers, and other mission stakeholders to translate evolving Government priorities into executable team actions. The successful candidate must be an adaptable leader capable of operating independently in a dynamic mission environment. This is a full-time, on-site position supporting classified environments in San Antonio, Texas.

Requirements

  • U.S. Citizen, current TS/SCI; current CI Polygraph
  • Bachelor’s degree in Cybersecurity, Computer Science, Engineering, IT, Information Systems, or related field; relevant military/professional experience may be considered where permitted.
  • One or more of the following: SAFe certification such as SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), SAFe Agilist (SA), Release Train Engineer (RTE), or equivalent Agile certification
  • Full-time on-site in San Antonio, Tx.
  • 10+ years of progressively responsible experience supporting DoD, Intelligence Community, cybersecurity, information technology, software development, or other technically complex mission environments, including leadership of technical teams, programs, or mission-focused delivery organizations.
  • Demonstrated Agile/SAFe leadership experience within technical delivery environments, including facilitating Agile ceremonies, managing backlogs and dependencies, removing impediments, and aligning team capacity and execution to mission priorities.
  • Working knowledge of DoD RMF and cybersecurity operations, with sufficient understanding of ISSM, ISSO and ISSE roles and responsibilities to effectively lead and synchronize integrated cybersecurity teams.
  • Demonstrated experience engaging Government customers and senior stakeholders, translating mission requirements and leadership priorities into executable team actions and measurable outcomes.
  • Demonstrated ability to lead teams and drive execution in ambiguous and evolving environments, effectively adapting to changing requirements, priorities, risks, and solutions without requiring overly prescriptive direction.
  • Strong written and verbal communication skills, with demonstrated ability to clearly communicate technical, programmatic, schedule, performance, and mission risks and recommendations to both technical teams and senior Government and corporate leadership.

Nice To Haves

  • Prior U.S. military leadership experience at the Field Grade Officer or Senior NCO level, particularly leading technical, cyber, communications, intelligence, software, or operational organizations; Battalion/Squadron command or comparable senior leadership experience preferred.
  • Senior program, technical, or Agile leadership experience, such as Deputy Program Manager, Technical Program Manager, Agile Lead, Scrum Master, or comparable military operational/technical leadership.
  • Experience supporting DoD cyber missions at the MAJCOM or equivalent level, including Department of the Air Force, Army, other Military Services, U.S. Cyber Command, or other DoD cyber organizations.
  • PMP or equivalent program/project management experience or certification, with Security+, CISSP, CISM, CAP/CGRC, or comparable DoD cybersecurity certification highly desired.
  • Experience leading multidisciplinary cybersecurity and engineering teams, including ISSMs, ISSOs, ISSEs, cybersecurity, cloud, Kubernetes, and DevSecOps engineers, and integrating RMF/compliance requirements into SAFe Agile and DevSecOps delivery.
  • Knowledge of modern DoD cybersecurity and software environments, including ATO/cATO, eMASS, NIST SP 800-53, continuous monitoring, POA&Ms, vulnerability management, cloud-native software factories, Kubernetes/OpenShift, CI/CD pipelines, and Zero Trust.

Responsibilities

  • Provides day-to-day program leadership and Agile execution, aligning personnel, priorities, and delivery capacity to evolving Government cybersecurity requirements.
  • Works with the Program Manager, ISSM, and Government leadership to translate mission requirements into executable priorities, coordinate resources across Value Streams, and manage staffing, risks, dependencies, and delivery commitments to achieve Government mission and performance objectives.
  • Serves as the Deputy Program Manager and Agile Lead, supporting day-to-day program execution, acting on behalf of the Program Manager as required, and translating Government mission priorities, cybersecurity requirements, and emerging challenges into executable team actions.
  • Leads SAFe/Agile execution across the team, facilitating sprint planning, backlog refinement, daily synchronization, retrospectives, demonstrations, and other Agile activities while aligning Value Stream priorities, sprint cadence, personnel, and delivery capacity to mission requirements.
  • Manages and maintains visibility of program execution, including team capacity, work in progress, dependencies, impediments, staffing, risks, delivery commitments, and mission outcomes; identifies and removes barriers and elevates issues requiring Government or Program Manager decisions.
  • Integrates cybersecurity and RMF activities into Agile and DevSecOps workflows, working across ISSMs, ISSOs, ISSEs, Cloud Security SMEs, Kubernetes Engineers, and DevSecOps Engineers to align RMF, ATO/cATO, continuous monitoring, POA&Ms, vulnerability management, security assessments, and authorization activities with Value Stream backlogs and roadmaps.
  • Supports the Program Manager in overall program management and workforce execution, including staffing, personnel integration, transition activities, performance management, customer engagement, monthly reporting, and coordination of resources across multiple Value Streams.
  • Develops, tracks, and communicates program performance, including QASP metrics, staffing and capacity measures, risks, accomplishments, schedule and delivery performance, and mission outcomes; provides actionable recommendations to Government and AnaVation leadership.
  • Builds and maintains trusted relationships across the mission, working directly with Government leadership, Product Owners, engineers, cybersecurity personnel, and mission partners while mentoring team members and reinforcing accountability, collaboration, and continuous process and performance improvement.
