About The Position

The Jewish Board’s Youth & Family Services (YFS) Division provides a broad continuum of community-based and residential programs serving youth, individuals, and families across New York City. Our programs serve people with complex needs and significant trauma histories, delivering comprehensive therapeutic, safety, and support services. The Division is committed to a culturally competent, person-centered approach that builds skills and resilience, strengthens families, and connects individuals to community-based services. Programs include, but are not limited to, community crisis programs, evidenced-based, intensive in-home services, care coordination, child welfare preventive and juvenile justice initiatives, children’s residential programs, domestic violence shelters, rapid rehousing, and the Family Justice Center, loss and bereavement, and Children and Family Treatment and Support Services (CFTSS).
Throughout our continuum of programs, we offer comprehensive therapeutic services, permanency planning/ independent living skills, care coordination, pathways to secure permanent housing as well as educational/ vocational services. They provide treatment, services and support that prevent hospitalization, reduce the length of time in out-of-home treatment, or re-hospitalization and connect them to needed community-based services. Our programs work closely with community partners to address the holistic needs of youth and families, while also celebrating the strengths and resilience of families and communities.

The Deputy Director of Youth & Family Services is an essential senior leader responsible for supporting the overall operations and strategic growth of the YFS Division. The Deputy Director reports to the Youth & Family Services’ Executive Program Director.
The Deputy Director also provides leadership across a portfolio of programs that includes domestic violence shelters, rapid rehousing, and the Family Justice Center. Additionally, leadership in loss and bereavement programming, CFTSS services that include the MST-Fit model that is embedded in the children’s community residence model. In addition to overseeing program leaders related to the operations and clinical quality, the Deputy Director takes a leading role in driving new initiatives and special projects that align with the YFS Division and agency mission. The Deputy Director is one of a team of senior leaders comprising the YFS leadership team, helping to build and sustain a continuum of quality services for youth and families across New York City.
The Deputy Director is responsible for the overall coordination, administration, management, development, and leadership of quality services, implementing evidence-informed and evidence-based practices, and developing the skills of staff. Development of metrics, collection and analysis of related data as it pertains to monitoring the fidelity/quality of the work, driving improved outcomes and positioning divisional and agency leadership to anticipate and make critical decisions, is essential within this role.

Requirements

• Master’s degree in a behavioral health or related field required.
• Professional licensure (e.g., LMSW, LCSW, LMFT, or LCAT) required.
• A minimum of five (5) years of experience in youth and family-serving programs.
• A minimum of five (5) years of experience as a clinical or operations leader/manager/director.
• Working knowledge of Microsoft Office suite.
• Ability to learn and use electronic health records and other software systems necessary to support job functions.
• Working knowledge of AI tools and applications, with the ability to effectively integrate AI into daily work and a demonstrated commitment to developing AI fluency.
• Proficiency in using data dashboards and reporting tools to track, analyze, and communicate child safety metrics and trends.

Responsibilities

• Provides leadership and vision to assist programs in achieving goals, continually improving performance, and meeting challenges proactively and effectively.
• Envisions, develops, and implements new programs, projects, expansions, and initiatives that align with the Division and agency mission.
• Leads the design and execution of special projects and new strategic initiatives as directed by the Executive Program Director.
• Supports programs in utilizing established, effective interventions to achieve defined and meaningful outcomes.
• Ensures relationships with partners, community groups, and family voices are established and maintained.
• Collaborates with intra-agency departments and programs on programmatic, fiscal, IT, development, corporate compliance and human resources related issues.
• Participates in agency and external committees, coalitions, and initiatives.
• Uses available data and creates new opportunities to collect relevant data to identify needs, provide guidance to directors, and inform program planning and quality service delivery.
• Ensures appropriate training and supervision is provided to all staff; may develop and provide training opportunities across the division to enhance delivery of services and staff competencies.
• Ensures compliance with internal and external policies, procedures, and regulations.
• Facilitates team meetings and provides weekly reflective supervision to support staff and their professional development.
• Responds to opportunities to expand service delivery options.
• Visits program sites to provide support, build relationships, and provide coverage as needed.
• Performs all other duties as assigned.
• Hires and provides clinical and administrative supervision to directors and assigned staff.
• Develops and adheres to program budgets and maintains programs’ fiscal viability.
• Ensures compliance and quality across all programs within the portfolio.
• Manages risk regarding client safety by adhering to all risk management protocols.
• Ensures programmatic systems are in place to meet client service delivery needs.
• Leads and manages special projects and cross-divisional initiatives from conception through implementation, ensuring alignment with YFS and agency-wide strategic priorities.
• Identifies opportunities for program development, new funding streams, and innovative service models.
• Partners with Executive Program Directors and agency leadership to assess emerging community needs and develop responsive programming.
• Tracks and reports on the progress, outcomes, and impact of new initiatives to internal and external stakeholders.
