About The Position

The Environmental, Health, and Safety (EHS) Manager is responsible for developing, implementing, and overseeing all safety, environmental, and occupational health programs within a large detention facility. This role ensures compliance with federal, state, and local regulations, including OSHA, EPA, NFPA, and Maryland safety standards. The EHS Manager leads safety inspections, emergency preparedness activities, hazardous‑materials management, and life‑safety system oversight to ensure a safe and compliant environment for staff, contractors, and detainees. This position includes 24/7 coverage, and may include overnight shifts, evenings, weekends, and holiday coverage.

Requirements

  • Bachelor's degree in occupational safety, Environmental Health, Industrial Hygiene, or related field (or equivalent experience).
  • Minimum 5 years of experience in EHS, safety management, corrections, industrial safety, or facility operations.
  • Strong knowledge of OSHA, EPA, NFPA Life Safety Code, and hazardous‑materials regulations.
  • Experience conducting safety inspections, drills, and emergency preparedness activities.
  • Ability to obtain and maintain facility security clearance.

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds
  • Ability to bend, stoop, reach, and perform repetitive motions

Nice To Haves

  • Experience in a correctional or detention environment.
  • Professional certifications such as: OSHA 30 or OSHA 501, Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), NFPA certifications
  • Experience with emergency management or incident command systems (ICS/NIMS).

Responsibilities

  • Ensure full compliance with federal, state, and local safety and environmental regulations, including OSHA, EPA, NFPA, and Maryland correctional standards.
  • Develop, implement, and maintain the facility’s Environmental, Health, and Safety Program.
  • Conduct risk assessments and implement corrective actions to mitigate hazards.
  • Maintain all required permits, certifications, and regulatory documentation.
  • Maintain an up‑to‑date Safety Data Sheet (SDS) library for all chemicals and hazardous materials used within the facility.
  • Ensure proper storage, labeling, handling, and disposal of hazardous materials in accordance with OSHA and EPA requirements.
  • Train staff on chemical safety, PPE use, and emergency response procedures.
  • Oversee hazardous‑materials spill response and containment procedures.
  • Inspect, test, and maintain all life‑safety systems, including fire alarms, sprinkler systems, fire extinguishers, suppression systems, and emergency alarms.
  • Ensure compliance with NFPA Life Safety Code requirements.
  • Conduct regular fire drills, evacuation exercises, and emergency response training.
  • Maintain inventory and readiness of emergency equipment, including chemical extinguishers, hoses and nozzles, water supply systems, portable breathing devices, gas masks, ventilation fans, first aid kits, and stretchers.
  • Conduct routine facility‑wide safety inspections and document findings.
  • Lead internal audits and participate in external inspections by regulatory agencies.
  • Identify deficiencies and develop corrective‑action plans with clear timelines.
  • Track and report safety metrics, incident trends, and compliance performance.
  • Maintain audit‑ready documentation for all safety programs and inspections.
  • Develop and deliver safety training programs for all facility staff, including hazard communication, fire safety and evacuation, PPE use and respiratory protection, emergency response and first aid, and hazardous‑materials handling.
  • Maintain training records and ensure staff remain compliant with required certifications.
  • Provide coaching and guidance to supervisors on safety leadership and hazard prevention.
  • Lead investigations of workplace accidents, injuries, near‑misses, and safety violations.
  • Prepare incident reports, root‑cause analyses, and corrective‑action recommendations.
  • Coordinate emergency response activities and serve as a key member of the facility’s Emergency Management Team.
  • Communicate safety concerns and incident trends to facility leadership.
