About The Position

The House of Commons Administration is seeking to fill the position of Deputy Principal Clerk (with Table Duty) within Procedural Services. This role involves front-line management of various branches, including hiring, collective bargaining, and professional development. The position also requires providing expert advice and support on parliamentary and legislative activities, contributing to the management of Procedural Services, and acting as a representative on corporate committees. A key aspect of this role is serving as a Table Officer, providing procedural and logistical support for House of Commons sittings. The position is rotational, offering diverse experience and unique challenges, and may require reassignment on short notice due to operational needs. This is a hybrid position with no pre-determined telework days, and on-site presence will depend on operational requirements. The role is for an indeterminate (permanent) basis, and a pool of candidates may be created for future vacancies.

Requirements

  • Significant experience involving the provision of support to parliamentary activities
  • Significant experience in the study, interpretation, application, and provision of advice about parliamentary rules and procedures
  • Significant experience in the management, planning and coordinating complex projects involving multiple partners
  • Significant supervisory experience
  • University degree, preferably in law, political science, social science, public administration or a related field, or the equivalent experience.

Nice To Haves

  • Bilingual (English and French) with a CCC linguistic profile, though other profiles may be considered.

Responsibilities

  • Act as front-line managers in overseeing the work of the various Branches within Procedural Services (House Proceedings, Committees and Legislative Services, International and Interparliamentary Affairs and Parliamentary Information).
  • Oversee hiring of professional and support staff.
  • Engage in collective bargaining.
  • Ensure training opportunities and the professional development of their teams.
  • Provide expert information, advice and administrative, research and logistical support services related to parliamentary and legislative activities.
  • Collaborate with other Deputy Principal Clerks to manage all activities within Procedural Services, including the frequent redeployment of professional employees.
  • Act as representatives of the Procedural Services management team on a variety of corporate working groups and steering committees.
  • Work as a Table Officer, providing expert support for and advice regarding the procedural and logistical management of sittings of the House of Commons Chamber, including to Chair Occupants, Members and their staff.
  • Facilitate client access to the range of services provided by the Administration.
  • Be prepared to be reassigned to any one of several positions within Procedural Services at any time, sometimes on short notice, due to operational requirements.
