About The Position

This opportunity is open to current CFPUA employees only. CFPUA is committed to developing internal talent and encourages qualified employees to apply. Incumbents in this position are responsible for providing strategic leadership, direction, and oversight of assigned operational divisions within CFPUA. The Director ensures operational excellence, regulatory compliance, fiscal stewardship, and organizational alignment while fostering a culture of collaboration, accountability, and continuous improvement. This position is assigned to Pay Grade R40. The successful candidate will be assigned to operational divisions based on organizational needs and the candidate's education, experience, and qualifications. Assignments may include: Water and Wastewater Facilities Engineering Water Distribution and Wastewater Collection Systems Maintenance Services Environmental Laboratory and Compliance Emergency Management and Safety.

Requirements

  • Bachelor's degree in environmental science, engineering, business administration, public administration, or related field.
  • Ten (10) years of progressively responsible management experience, including at least five (5) years leading water utility operations, wastewater operations, or related operational field.
  • Additional professional certifications may be required based on the operational divisions assigned, with opportunity to acquire those certifications within a defined term.
  • Use interpersonal skills such as seeing, hearing, and speaking to develop positive interactions with customers.
  • Comprehends and uses technical or professional language, either written or spoken, to communicate complex ideas.
  • Performs numerical operations using basic counting, adding, subtracting, multiplying, or dividing.
  • Performs complex quantitative calculations or reasoning using algebra, geometry, statistics, or abstract symbols.
  • Requires travel between CFPUA sites.
  • Use or repair small/limited equipment (tools).
  • Use or repair medium equipment and machinery (vehicles, commercial mowers).
  • Use or repair heavy or complex machinery (HVAC systems, construction equipment, water plants).
  • Minimal physical exertion. Very light physical work at desk or counter level with intermittent periods of sitting, standing, and walking. May involve data entry, telephone work, or use of various office equipment.
  • Same as above with the addition of standing/sitting/walking for lengthy periods of time. May involve light physical exertion due to pushing, pulling, carrying, and lifting weights up to 20 pounds.
  • Physical exertion involving pushing, pulling, and lifting up to 20 pounds. May require prolonged standing and/or walking during which time objects are transported. May require occasional bending, squatting, and reaching.
  • Sustained physical activity throughout the work period. Performs work tasks involving pushing, pulling, carrying, and lifting up to 50 pounds. May require bending, squatting, stooping, reaching, climbing, or walking in addition to other physical demands.
  • Physical exertion throughout the work period. Performs work tasks involving pushing, pulling, carrying, and lifting varying weights up to 50 pounds, and more than 50 pounds with assistance. May require bending, squatting, stooping, reaching, climbing, or walking in addition to other physical demands.

Responsibilities

  • Provides strategic leadership and direction for assigned operational divisions, ensuring alignment with CFPUA's mission, strategic priorities, and organizational values.
  • Develops division goals, objectives, policies, procedures, and performance measures while identifying opportunities for operational improvement.
  • Develops, administers, and monitors division operating and capital budgets, ensuring responsible stewardship of financial resources.
  • Oversees workforce planning, employee development, performance management, succession planning, and leadership development within assigned divisions.
  • Coordinates with CFPUA leadership, City and County officials, regulatory agencies, elected officials, and regional organizations to accomplish organizational objectives.
  • Serves as CFPUA's representative with regulatory agencies and local, state, and regional environmental organizations.
  • Prepares reports and presents recommendations, operational updates, and strategic initiatives to the Executive Leadership Team and the CFPUA Board as needed.
  • This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
  • This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
  • This position is responsible for creating a culture of belonging and inclusion.
  • This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
  • This position is responsible for ensuring compliance with all CFPUA policies and procedures.
  • This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
  • Performs other related job duties as assigned.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
