About The Position

This position is responsible to support the establishment, implementation, oversight and direction of the new Outpatient Services Division (OSDV). OSDV is the newest part of the continuum of care for Civil and Forensic clients, supporting individuals stepping down or being diverted from hospitals and jails, and providing them with necessary community-based care. The role involves refining clinical and administrative operations, promoting strategic expansion, and ensuring alignment with Division goals and mandates. The Deputy Division Director works with the Division Director on key decisions regarding staff hiring, contractor selection, programmatic and service definition, corrective actions, strategic planning, budget allocation, and funding requests. This position also supports efforts to secure Federal match dollars, grants, and other revenue to offset general funds. The role has the authority to issue corrective action plans and monitor compliance, reviews and evaluates current programming and policies for efficiency, effectiveness, and compliance, and authorizes daily operations and decisions. Responsibilities include establishing processes for auditing, reporting program operations and outcome data, and collaborating on daily clinical operations. Additionally, the position supports coordination of outreach with community providers and responds to inquiries from various stakeholders including community partners, legislators, and other state departments. This role directly and indirectly oversees a significant number of clinical and administrative staff.

Requirements

  • Ten (10) years of relevant experience in professional experience providing clinical and administrative oversight over treatment programs in a management role.
  • Experience in new program development and implementation.
  • Experience managing and navigating licensing process for a new program.
  • Experience in staff supervision.
  • Experience in crisis management.
  • Experience in program monitoring and performing program audits.
  • Experience in policy creation and updates.
  • Experience in strategic planning.
  • Experience in data and program outcome tracking.
  • Experience in collaboration with other teams and leadership.
  • Experience ensuring service quality and the needs of clients/patients are met.
  • Two (2) years of experience with public administration or administering outpatient mental health clinic services, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.
  • A current, valid Colorado license as a professional counselor, social worker, marriage and family therapist, licensed psychologist or addictions counselor (LPC, LCSW, LMFT, LP or LAC).
  • State of Colorado residency at the time of application and throughout employment.
  • Fully, independently licensed as an LCSW, LPC, LMFT, LP, and/or LAC.
  • Unrestricted ability to be enrolled in Medicaid and Medicare as a provider.

Nice To Haves

Responsibilities

  • Support the establishment, implementation, oversight, and direction of the new Outpatient Services Division.
  • Support the strategic vision and plan for the program’s early iterations and efforts to expand the program.
  • Refine clinical and administrative operations, promote strategic expansion, and ensure alignment with Division goals and mandates.
  • Work with the Division Director on decisions about staff hiring, contractor selection, programmatic and service definition, corrective actions, strategic planning, budget allocation, and funding requests.
  • Support efforts to secure Federal match dollars, grants, and other revenue to offset general funds.
  • Issue corrective action plans and monitor Division programs’ compliance and progress.
  • Review and evaluate current programming and policies related to outpatient services to ensure efficiency, effectiveness, and compliance.
  • Authorize daily operations and decisions, ensuring they are effective and efficient.
  • Review, update, and support all policies and procedures pertaining to outpatient services.
  • Make judgments based on data in establishing guidelines for future procedures and determinations.
  • Ensure clients involved in the program are receiving the needed services for their individual treatment needs.
  • Respond to emergent situations and determine the best course of action.
  • Establish processes for auditing and other processes needed for the implementation and management of the program.
  • Regularly report program operations, audits, and outcome data to the Division Director and support responses to requests for information from various state government agencies.
  • Collaborate with the Division Director to oversee daily clinical operations and decisions, update and refine policy and procedures, analyze data, and present it to management and stakeholders.
  • Support the coordination of outreach with various community residential mental health providers throughout Colorado.
  • Provide and respond to inquiries for information, data, and recommendations from community partners, the State legislator, the Governor’s office, the Behavioral Health Administration, State Court Administrators Office, the Department of Healthcare Policy and Financing, CDHS, and CFMH leadership.
  • Oversee the work of 4+ FTE Program Management II’s, as well as direct and/or indirect oversight of more than 50 clinical and administrative staff.
  • Perform supervisory duties including individual supervision, group supervision, training, onboarding, professional development, staff scheduling, reviewing position descriptions, participation in the hiring process, retention of current team members, facilitating competencies, performance reviews, performance plans, consultation, and guidance.
  • Participate in and contribute to department training, review statutes, and offer suggestions.
  • Make hiring decisions and issue progressive discipline as an appointing authority.
