About The Position

The International Monetary Fund (IMF) is seeking a Deputy Division Chief (DDC) for the Global Markets Analysis (GA) Division within the Monetary and Capital Markets Department (MCM). This role is based at headquarters in Washington, DC. The DDC will be a key member of the GA Division's management team, significantly influencing the division's strategic direction. The GA Division's primary functions include leading the IMF's global financial market surveillance, with a focus on developments impacting advanced and emerging markets' macroeconomic and financial stability. It also involves analyzing systemically important markets, banking systems, and financial institutions to provide well-informed perspectives on financial risks and policies. Furthermore, the division conducts research to identify financial stability risks and vulnerabilities and is responsible for drafting the semi-annual Global Financial Stability Report (GFSR). The DDC will also assist MCM and other departments with bilateral engagements such as Financial System Assessment Programs (FSAPs), Technical Assistance (TA), and Article IV missions.

Requirements

  • An advanced university degree in Economics, Finance, or a related field, or equivalent.
  • A minimum of fifteen (15) years of relevant professional experience, including supervisory or managerial experience.
  • A proven track record of leading a team and managing large, complex projects.
  • A strong network of financial market contacts, particularly in EMDEs or among EMDE investors.
  • Strong analytical and quantitative abilities.
  • Proven ability to connect financial markets with macroeconomic developments, especially in EMDE contexts.
  • Demonstrated managerial skills focused on staff well-being, teamwork, collaboration, innovation, change support, and career advice.
  • Demonstrated ability to perform under pressure and time constraints, with strong organizational skills and multitasking capabilities.
  • Sound policy judgment in macroeconomic and financial policies, with a deep understanding of EMDE asset price drivers and financial stability.
  • Excellent writing and communication skills, including the ability to explain market developments and risks in non-technical terms.
  • Effective collaboration skills with staff across the Fund and with authorities.
  • Ability to build relationships at senior levels within and outside the department.
  • Support for creativity, strategic thinking, and openness to challenging conventional thinking.

Nice To Haves

  • Prior experience in the financial sector or official institutions would be an advantage.

Responsibilities

  • Lead a team of financial sector experts and economists in achieving GA's objectives, with a particular focus on emerging market and developing economies (EMDEs), including overseeing the Fund’s Hong Kong Resident Representative office.
  • Foster staff development and empowerment, managing staff to excel and facilitating career progression.
  • Coordinate or lead the drafting of chapters for the GFSR and present its findings to both internal and external audiences.
  • Provide intellectual leadership for research projects supporting the GFSR.
  • Lead the production of the Global Markets Monitor, special analytical features, and related briefings for senior management, and act as division chief when necessary.
  • Supervise briefings for Fund leadership attending G-7, G-20, and other international meetings, and represent the Fund in relevant working groups.
  • Collaborate with area and functional departments on country- and region-specific financial risks and participate in interdepartmental multilateral surveillance exercises.
