About The Position

The NYC Department of Design and Construction, Division of Infrastructure is currently seeking a Deputy Director to join the Construction Management 2 – Southeast Queens – Section 2 team. Reporting directly to the Director, the selected candidate will be responsible for overseeing an annual capital program valued at over $300 million, comprising multiple construction projects. They will lead a team of professionals and technical construction staff supervising capital-funded projects, including sewer, water main, roadway, sidewalk, pedestrian ramp, plaza, climate resiliency, and public space improvements. In addition, the Deputy Director will represent the borough in meetings with utility companies, city, state, and federal agencies as needed. They will train staff in fulfilling the team’s responsibilities, support recruitment efforts, and assist the Assistant Commissioner and Director in advancing the team's objectives. Applicants must be ACI Concrete Field -Testing and OSHA 10-hour Certified or take the first available DDC-offered training session. Please note: All candidates must be currently authorized to work full-time in the United States (U.S.). In compliance with Public Law 99-603, candidates are required to present original documents proving citizenship or the legal right to work in the U.S. DDC is unable to support or sponsor any visa application or visa extension, including but not limited to OPT/STEM visas, H-1B visas, F-1 practical training, permanent residence sponsorship, or any proposed change of visa type. DDC does not offer a training program as required by U.S. immigration law and is not hiring temporary employees. Candidates must have proper work authorization when an employment offer is made. Additionally, educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service. Requirements

  • Permanent in the Administrative Project Manager title or have taken and passed the DDC promotional list (exam #5565) or the open-competitive list (exam #5164).
  • ACI Concrete Field -Testing Certified or take the first available DDC-offered training session.
  • OSHA 10-hour Certified or take the first available DDC-offered training session.
  • Currently authorized to work full-time in the United States (U.S.).
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four year high school diploma or its educational equivalent and nine years of experience as described above; two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above.
  • Must have two years of the administrative, managerial, executive or supervisory experience.

Nice To Haves

  • An accredited Master's degree in engineering, architecture, landscape architecture, business administration, or public administration.
  • A law degree.
  • A valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect.

Responsibilities

  • Overseeing an annual capital program valued at over $300 million, comprising multiple construction projects.
  • Leading a team of professionals and technical construction staff supervising capital-funded projects, including sewer, water main, roadway, sidewalk, pedestrian ramp, plaza, climate resiliency, and public space improvements.
  • Reviewing construction plans.
  • Communicating with sponsor agencies, private utility firms, and other stakeholders to resolve field-related operational issues.
  • Ensuring contract compliance and timely contractor & consultant payments.
  • Scheduling and conducting final inspections.
  • Participating in various agency task forces, including those focused on Change Order initiatives, project documentation, quality assurance, and forecasting quantities for the Yearly Mayoral Report.
  • Representing the borough in meetings with utility companies, city, state, and federal agencies as needed.
  • Training staff in fulfilling the team’s responsibilities.
  • Supporting recruitment efforts.
  • Assisting the Assistant Commissioner and Director in advancing the team's objectives.
