About The Position

The Housing and Revitalization Department (HRD) seeks a Deputy Director to lead the department in pursuit of its mission to soundly and transparently invest funds to ensure that housing and neighborhoods are high quality, affordable, and accessible to and for all Detroiters. The HRD Deputy Director reports to the Director of HRD. In collaboration with HRD senior staff, the Director and Deputy Director are responsible for developing and achieving the programmatic and operational goals of the department and ensuring alignment with the priorities of the Mayor Sheffield Administration. The Deputy Director is appointed by the HRD Director. The Deputy Director will collaborate with the Director in managing the department’s affordable housing investment activities through the underwriting and asset management divisions. These two divisions are responsible for providing needed capital for affordable housing construction and their financial and programmatic performance over time. They work closely with the public-private partnerships and development services division.

Requirements

Equivalent to graduation from a college or university with major course work in business or public administration, or a closely related field.
Ten (10) years’ relevant professional experience in roles of progressive responsibility is required.
At least five (5) years’ experience in executive level operations or strategic management is strongly preferred.
At least ten (10) years of experience in affordable housing development or investment.
Exceptional executive presence, business acumen and presentation skills.
Demonstrated exceptional experience in performance improvement and problem solving in government/political environments.
Intermediate knowledge of USC 2 CFR 200 (super circular) requirements.
Experience with federally funded programs and with citizen or quasi-governmental boards is an asset.

Responsibilities

Act as the chief investment officer for HRD affordable housing investments and asset management portfolio.
Oversee alignment of notice of funding availability with department priorities issuance.
Ensure consistent adherence to funding housing development and investment policies and procedures.
Manage HRD’s internal asset review committee and loan committee proceedings.
Provide strategic guidance on the development of policies and programs to help HRD better carry out its mission.
Implement a strategy to create and preserve thousands of affordable units across the income spectrum.
Provide leadership on affordable housing issues at the city, state, and federal levels (e.g. Michigan State Housing Development Authority, HUD).
Establish effective working relationships with executive management at city agencies involved in development and permitting processes.
Create and maintain a system for investment decisions, implementation, oversight and review, and reporting of all housing funds.
Represent the City of Detroit and its affordable housing priorities at external events and engagements, including on some nights and weekends.
Manage the creation of policy papers and reports for the Mayor’s Office, City boards and commissions, Detroit City Council, and other elected officials.
With the director, oversee management of department employees.
Manage implementation of key departmental initiatives and Administration priorities.
Coordinate between HRD’s data management staff and the Department of Innovation and Technology to ensure that HRD has the technological software necessary to support departmental operations.
Motivate and encourage employees at all levels in the department to reach organizational goals and objectives.
Work with HRD senior staff on the timely clearance of any federal monitoring findings.
Oversee annual performance measurement process so that employees have cascading goals that align with the mission and strategic priorities of the department.
Implement performance-based contract and project management solutions.
Maintain and build key relationships with internal and community-based stakeholders.
Develop and manage performance of a strategic plan for HRD in coordination with the Director, department leadership, and staff.
Identify and manage strategic high-impact initiatives as they arise.
Further department culture and fulfillment of mission by regularly participating with employee engagement committee.
