About The Position

This is an exempt position with a starting salary of $95,000 annually. Under general supervision of the Water Reclamation Director, performs highly responsible professional, technical, and administrative work assisting in directing and coordinating the short and long-range operational plans and programs of the Water Reclamation Department. Assists the Director in planning, directing, and coordinating the daily activities of the Wastewater Utility, including the operation and maintenance of the City’s wastewater treatment facilities, collection system, and reclaimed water distribution system. Acts on behalf of the Director in their absence. Responsible for the direct and delegated supervision of division managers, supervisors, and technical staff. Reports to the Water Reclamation Director.

Requirements

Bachelor's degree in civil, mechanical or sanitary engineering, or a related field
6 to 9 years of progressively responsible experience in wastewater treatment operations
3 to 5 years of responsible supervisory experience
Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Must be physically able to operate a variety of machinery and equipment, including computers, calculators, facsimile machines, copiers, two-way radios
Must be able to lift and carry 25 pounds frequently for short periods of time and lift and carry 10 pounds constantly.
Thorough knowledge of the operating principles and practices, and maintenance requirements of wastewater systems, plant equipment and machinery utilized in treatment operations.
Thorough knowledge of the engineering, chemical and bacteriological principles and practices related to large-scale treatment operations.
Considerable knowledge of the principles of plumbing and hydraulics as related to wastewater systems.
Considerable knowledge of the occupational hazards and safety precautions of public utilities work.
Considerable knowledge of the financing sources and programs available through state and federal funding agencies for construction and expansion of wastewater treatment and distribution systems, and of the requirements and standards for obtaining and retaining state and federally funded programs.
Considerable knowledge of public finance administration and the budget process.
Considerable knowledge of the principles and practices of supervision, organization and public administration.
Considerable knowledge of the current literature, trends and developments in the field of public utilities operations and administration.
Able to use common office machines, including popular computer-driven word processing, spreadsheet and file maintenance programs.
Able to plan, direct and coordinate the work of a large professional and technical staff.
Able to prepare a budget and monitor program expenditures.
Able to prepare clear and comprehensive financial, administrative and analytical reports.
Able to effectively express ideas orally and in writing.
Able to work in a consulting capacity with a variety of public and private sector officials at various levels of authority and influence.
Able to establish and maintain effective working relationships as necessitated by work assignments.

Responsibilities

Assists the Director in planning, organizing, and directing daily operations to ensure service meets current and anticipated wastewater and reclaimed water needs of the City and extended service areas.
Implements, monitors, and updates operational policies, procedures, and standards for the provision of utility services; ensures strict compliance with local, state, and federal environmental laws and regulations.
Directly oversees and assigns the work of supervisory and technical staff engaged in the operation, maintenance, and analysis phases of wastewater treatment plant operations, collection system maintenance, facility maintenance, construction inspections, and reclaimed water production.
Assists in the preparation, organization, and administration of the department’s annual operating budget, City strategic plan, and grant proposals; monitors line-item expenditures to ensure alignment with approved fiscal limits.
Coordinates the evaluation and execution of sewer capital improvement projects (CIP), providing technical recommendations on engineering design, project timelines, and construction progress.
Manages departmental personnel matters, including projecting manpower requirements, evaluating employee performance, directing staff development and training, and handling grievances or disciplinary actions.
Develops, reviews, and prepares complex technical reports, regulatory compliance studies, correspondence, and other operational data for submission to federal, State, or local regulatory agencies.
Represents the department at public meetings, regulatory hearings, and interdepartmental committees as designated by the Director.
Receives complaints and/or inquiries from public agencies or officials, and/or the general public pertaining to Department or personnel activities, policies, procedures, etc., and responds based on detailed knowledge of Department policies and activities.
Initiates further review and investigation of complaints by appropriate personnel, prepares preliminary reports of complaints received and results of preliminary interviews with personnel involved, and assigns and monitors further investigation by subordinate(s).
Attends meetings when designated by the director for advising of activities of the department and answering inquiries, as appropriate; serves as a member of various committees, commissions, panels, task forces, etc., as requested and appropriate, attending meetings to provide input based on expertise in public utilities administration and participating in other activities of such groups, as appropriate.
Orchestrate presentations to Governing Body and citizens.
Performs other related work as required.
