About The Position

This posting will be used to fill a full-time, Safety Sensitive position of Deputy Director of Public Works for Utility Operations. This position holds the highest level of responsibility and authority for the Bureau of Utility Operations. This position oversees 379 employees and an annual budget of over $100 million with assets valued at over $1 billion. This position has the primary function of managing the entire Bureau of Utility Operations, which includes water and wastewater operations, collections and distributions, central maintenance and technical support.

Requirements

A bachelor's degree from an accredited four-year college or university with a degree in civil engineering or a related field
Some graduate level course work in business administration, management, or a related field
Six (6) or more years engineering experience in a specific engineering program area such as civil, environmental, transportation, utility, highway, water, wastewater, or sanitary engineering, including management, supervisory, and administrative experience
A valid Class C motor vehicle operator's license

Nice To Haves

Six (6) or more years engineering experience or administration and management of a large public utility operating system with significant assets and experience dealing with compliance relative to federal, state and local environmental regulations associated with the collection, treatment and distribution of water and wastewater.
Proficiency with Microsoft Office (Word, Excel, Access, G-Mail and Power Point at least at the intermediate level.
Experience and proficiency with Asset Management or Work Order Systems.
Experience and proficiency with SCADA.

Responsibilities

Plan, organize, direct and manage assigned engineering programs.
Develop policies and procedures for assigned program area within the Department of Public Works.
Direct the preparation of the bureau's annual capital and operating budgets.
Ensure proper training for staff members.
Supervise the preparation and maintenance of necessary records and reports.
Recommend the hiring, firing, disciplining, and related personnel matters.
Plan, organize and direct the programs and activities of the Bureau of Utility Operations of the Department of Public Works to ensure economical and efficient treatment and processing of drinking water, wastewater and/or disposal of sludge.
Supervise employees engaged in pumping, treatment, and maintenance and repair of water and wastewater facilities and related activities.
Review plant and laboratory reports, and direct the adjustment of processing methods to improve treatment efficiency; analyze water and wastewater facilities and costs associated with them and make plans and take action for reducing costs through Capital Projects and operating/maintenance work; recommend changes to improve the operation of the bureau's facilities and pumping stations to improve the effluent from the wastewater facilities and maximize the quality of water to our customers.
Plan/schedule replacement of critical equipment providing for all contingencies to preclude violations of regulations or permits related to water and wastewater facilities.
Ensure that preventive maintenance is scheduled to prevent/reduce downtime and major repairs; evaluate purchase requests based upon budgetary and operating constraints; ensure adequate supply of spare parts and equipment for normal maintenance/repair; and maintain minimum inventory of spare parts.
Oversee the Department of Public Works' Safety Program and ensure a safe working environment for the bureau's staff.
Analyze collection and distribution systems operations and costs and recommend through staff programs to repair, renovate and reconstruct aging infrastructure.
Analyze treatment operations and costs; prepare annual budget request and administer expenditures of allotted funds to achieve the greatest economy consistent with efficient service to the public; report and recommend action regarding the correction of problems that are either engineering related or budget limited; plan and recommend the improvement of treatment facilities through the acquisition and installation of improved equipment, and through the use of improved techniques and processes.
Direct the preparation of necessary records, reports and histories.
Perform related work as required.
