About The Position

The Department of Design and Construction seeks a Deputy Director to be part of the team of experienced professionals responsible for leading Alternative Delivery and spearheading a new CM-Build pilot program. The CM-Build pilot program is a priority initiative to implement public building projects using a collaborative project delivery model to ensure efficient delivery of high-quality projects. The portfolio includes priority new buildings and renovation projects for a diverse array of Sponsor Agencies. Reporting to the Director in Alternative Delivery, the Deputy Director will oversee complex new building and renovation projects of varying scales within the CM-Build portfolio. The selected candidate will set the direct all project phases of CM-Build from initiation to completion to ensure successful implementation of CM-Build best practices and design and construction excellence.

Requirements

  • Permanent in the Administrative Project Manager title or reachable on the DDC promotional list (exam #5565), or the open-competitive list (exam #5164).
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • A four year high school diploma or its educational equivalent and nine years of experience as described in '1' above; two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to '1' or '2' above.
  • All candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in '1' above.
  • Currently authorized to work full-time in the United States (U.S.).
  • Original documents proving citizenship or the legal right to work in the U.S. must be presented.
  • Educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service.

Nice To Haves

  • An accredited Master's degree in one of the disciplines described in '1' above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience.

Responsibilities

  • Supervise Senior Project Managers, Project Managers, and Junior Project Managers in Alternative Delivery and in collaboration with the Public Buildings division, providing direction and guidance on project issues and program activities.
  • Under direction of the Director, provide leadership and guidance to implement CM-build policies and procedures, including the development of internal trainings and resources for implementation at all stages of work and track feedback for revisions.
  • Provide advisory support for project development, procurement, selection, and contract award, including oversight of contract compilation. Perform project development duties as needed.
  • Provide advisory support for project administration, engaging with the project management team throughout design and construction and assisting with the review of consultant submissions (i.e. design packages, estimates, schedules, and project management and risk management plans) and CM submissions (i.e. estimates, value engineering analyses, constructability reviews, procurement plans, and risk management plans). Perform project administration duties as needed.
  • Manage program workflows for consultant and CM submission materials, including payments requisitions, subcontractor award letters, allowance requests, and change orders, and provide advisory support necessary to meet critical milestones. Review and approve any change requests (Extra Work, Modification requests, Compensable Relief Events, etc.) on all CM-build projects.
  • Develop and manage sponsor agency and stakeholder relationships on both a project and program-wide basis.
  • Assist with overall program reporting and tracking to support stakeholder engagement, industry partnerships and other strategic initiatives.
  • Perform day-to-day project management duties to manage the lifecycle of a public buildings project from procurement through post-award and close-out. Manage consultant and CM’s work to ensure contract compliance, optimization of budget, schedule, and quality, and manage successful application of program tools, processes, and procedures
