About The Position

Under general direction of the Project Director, this individual will be instrumental in ensuring the concurrent procurement and delivery of a continuous several hundred-million-dollar portfolio of highly technical electrical, fire alarm and associated State of Good Repair (SOGR) construction projects in our active transit operating environment. Supervises and coordinates activities and functions of the delivery team four sub-teams within the Capital Delivery Department (CDD) of Sound Transit. Provides electrical system constructability guidance to team members and consultants through the procurement, design, installation, testing, and commissioning phases. Plays a key role in the development and implementation of robust systems construction procedures and best practices that support the program objectives. Coordinates construction efforts with other divisions, departments, and outside agencies. Provides coaching and mentoring to direct reports and other staff.

Requirements

Bachelor's degree in Construction Management, Engineering, Architecture, Planning, Engineering, or related field.
Six years in providing program management support in planning, engineering, or construction including management of scope, schedule, and budget of inter-related projects of significant complexity, preferably in a public sector transit related organization.
Six years of leadership, budgetary, planning and workforce management experience.
Professional and technical expertise in the advanced principles and practices of project management, systems engineering, and construction management.
Methods and techniques of contract/agreement negotiation and administration of construction and engineering services contracts, and third-party agreements as well as developing, analyzing, and managing schedules.
Principles of financial management including expenditure tracking, variance identification, and revenue tracking; preparing and analyzing complex data and comprehensive reports.
Understanding contract documents including production, strategies, purpose, layout, and content of specific sections.
Managing governmental budget preparation and administration for all projects, contractors, and areas of responsibility.
Experience with alternative project delivery methods: GCCM, Design-Build, Progressive DB.
Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
Understanding construction materials, equipment, means and methods, safety, and risks in the construction and operation of transit systems associated with materials, equipment, and means and methods.
Pertinent federal, state, and local laws, regulations, ordinances, and codes as they apply to transit operations.
Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, policies, and procedures for the Division/Department.
Complaint resolution and problem solving.
Principles of supervision, training, and performance evaluation.
Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
Business letter writing and basic report preparation including proper English usage, spelling, grammar, and punctuation.
Office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, statistical databases, scheduling, and contract management programs.
Construction procedures and terminology.
Methods and techniques of data collection, research, and report preparation.
Principles of customer service.
Principles and applications of critical thinking and analysis.
Operate office equipment including computers and know computer applications such as SharePoint, MS Word, Excel, and PowerPoint.
Preparing clear and concise analytical, administrative, and financial reports.

Responsibilities

Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Coaches, trains, and motivates staff; coordinates and/or provides staff training; manages employee relations; manages the workflow and prioritization of projects, measures the performance of the Systems Construction Management staff, and takes appropriate corrective action when necessary; develops developmental work plans for staff; implements or recommends corrective actions, discipline, and termination procedures as appropriate/necessary.
Assists the Director of Construction Support Services and project leadership to plan resource needs; leads hiring and on-boarding processes of assigned staff; supports hiring processes of matrixed staff; leads procurement processes for assigned consultant staff.
Assists the Director of Construction Support Services in the development and administration of the program budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies.
Assists the Director of Construction Support Services to develop and implement programmatic work plans, goals, and key performance indicators to monitor and measure performance.
Develops and implements performance and monitoring processes to ensure processes, policies, and practices are consistently and effectively applied; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations.
Provides input to agency contracts, procurements, design criteria, standard specifications, and technical drawings for rail vehicles and interfacing railway systems.
Reviews consultant, contractor, and vendor performance for conformance with agency expectations and contract requirements. Also serves as escalation path for non-conforming work.
Provides overall construction management direction and consistency in application of requirements and direction for changes related to construction contract documents.
Manages and coordinates the activities of the Construction Management Consultants (CMC) for major projects including, but not limited to: application of lessons learned; the review of contract documents for elimination of errors, omissions, and conflicts to assure that prior to the solicitation for bids/proposals the documents are clear, concise and logical with respect to the administration of the contracts during construction; pre-construction services and construction contract negotiations; and the daily administration, tracking, and documentation of construction contracts.
