About The Position

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies. The Public Realm Unit, working closely with other TPM units, is responsible for engaging New Yorkers to reimagine and utilize their city streets as public space and oversees the development of programs, policies, projects, and management tools to elevate the public realm experience for its primary user – the pedestrian. Through initiatives and programs ranging from the Pedestrian Mobility Plan, Public Space Programming, the Public Space Equity Program, Open Streets, Super Sidewalks, Street Seats, Complex Intersections, Shared Streets and Plazas, the Public Realm Unit creates vibrant and inclusive spaces that improve safety, accessibility, and walkability while enhancing commerce, community, and culture throughout New York City. Reporting to the Director of Strategic Planning in Public Realm, the Deputy Director will support and manage the Strategic Planning team’s portfolio of work. In this role the candidate will provide vision and direction for the planning, outreach, and conceptual development of short- and long-term projects, policy considerations, and data management and creation. The chosen candidate will also supervise the creation of graphics such as renderings, illustrative plans and sections, maps, diagrams, and reports that are relevant to the Planning team’s work.

Requirements

  • Serving permanently in the title of City Planner, or be reachable on the civil service list, or be eligible under the 55a program.
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or a satisfactory combination of education and/or experience that is equivalent to the above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
  • All candidates must have a baccalaureate degree.

Nice To Haves

  • Professional experience in urban planning, urban design, architecture, or landscape architecture with a practical understanding of pedestrian and transportation-related issues, including emerging urban concepts and policies.
  • Previous experience with mapping software (ArcGIS or QGIS), traffic analysis, Computer-Aided Design (AutoCAD), Adobe Creative Suite, and Microsoft 365 strongly desired.
  • Excellent written, visual, and verbal communication skills.
  • Ability to work independently in a highly collaborative environment across multiple teams.
  • Respond to and manage against tight timelines.
  • Identify and prioritize among competing needs and opportunities.
  • Manage multiple projects at the same time.
  • Strong organizational, administrative, writing, and graphic communication skills, with a creative thinking and problem-solving approach.
  • Strong communication skills with public speaking experience desired.
  • Demonstrated interest in the public realm.

Responsibilities

  • Support and manage the Strategic Planning team’s portfolio of work.
  • Provide vision and direction for the planning, outreach, and conceptual development of short- and long-term projects, policy considerations, and data management and creation.
  • Supervise the creation of graphics such as renderings, illustrative plans and sections, maps, diagrams, and reports that are relevant to the Planning team’s work.
  • Supervise junior to mid-level staff.
  • Manage short- and long-term planning studies.
  • Analyze and visualize data sets.
  • Develop outreach plans.
  • Present planning initiatives to senior leadership.
  • Work in tandem with the Public Realm Policy and Research Analyst to develop policy recommendations related to pedestrian mobility and safety.
  • Manage updates to the Pedestrian Mobility Plan and Public Realm datasets.
