About The Position

This is a non-civil service position with the Baltimore Police Department. The Operations Officer III performs professional work in planning, coordinating, or directing administrative, programmatic, or technical operations for an agency. Incumbents receive managerial supervision from an administrative superior. The position supervises sworn, professional, or technical personnel and may supervise clerical or paraprofessional staff. Work is performed in a standard office environment with minimal physical exertion, though some positions may require evening, weekend, or emergency callback hours.

Requirements

  • Have a bachelor’s degree from an accredited college or university.
  • Have five years of administrative or professional experience, including two years of supervisory experience.
  • Knowledge of public and business administration principles.
  • Knowledge of community policing, community‑based organizations, and engagement strategies.
  • Knowledge of data collection, organization, interpretation, and presentation methods.
  • Knowledge of accounting, budgeting, fiscal controls, and statistics.
  • Ability to apply administrative analysis techniques to projects.
  • Ability to identify problems and recommend solutions.
  • Ability to interpret laws, rules, regulations, and procedures.
  • Ability to prepare and present clear reports and recommendations.
  • Ability to compile and analyze financial and operational data.
  • Ability to coordinate activities across organizational units.
  • Ability to plan, organize, and direct the work of others.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to speak and testify effectively before governmental bodies, media, and community groups.
  • Ability to maintain effective working relationships with city officials, community, and business groups.
  • Ability to work with sworn members closely and promptly monitor electronic communication including calls, emails, and text messages.
  • Responsiveness is a key ability for this position.

Responsibilities

  • Plans and coordinate administrative activities such as budgeting, fiscal control, purchasing, HR administration, legislative analysis, economic development, public policy, community relations, and organizational analysis.
  • Reviews, interprets, and recommends departmental policies and procedures to ensure efficiency and compliance with laws and regulations.
  • Develops long‑ and short‑term goals for departmental or program objectives.
  • Recommends and implements policies, procedures, and staffing structures.
  • Monitors program activities for compliance with regulations.
  • Evaluates programs, policies, and operational procedures for compliance with federal, state, municipal, and departmental standards.
  • Manages special projects and prioritizes multiple tasks effectively.
  • Oversee staff development and implement new departmental methods and procedures.
  • Represents the department at meetings and community functions.
  • Speaks and testifies before media, councils, commissions, and community groups.
  • Prepares and presents briefings to senior leaders.
  • Directs preparation of complex program budgets and analyzes budgetary data.
  • Develop and implement fiscal and expenditure control systems.
  • Plans, coordinates, and evaluates the work of subordinate personnel.
  • Works directly with sworn officer personnel to include participating in ridealongs and applying feedback from sworn members to job duties.
