About The Position

Under limited supervision, this position provides direct operational and administrative supervision to the Division Managers and other assigned positions. Incumbent will assist the Director in overseeing the operation of the Power & Light Department in day-to-day operations. Duties include coordinating and providing managerial direction of all planning, production, transmission and distribution of power, maintenance and other administrative activities relating to the operation of the utility. Responsibilities include union contract negotiations, resolving labor-related issues and grievances, dealing with the Public Utilities Advisory Board, and ensuring quality standards and compliance with regulations are maintained. Incumbent will assist the Director as needed in conferring with upper management, providing information on key issues and objectives. This position will carry out a variety of supervisory responsibilities including hiring, assigning, and directing work, monitoring performance, discipline, training, employee career development and allocation of resources. Duties include development of the operating budget and administration of the approved budget. Will determine necessity of requested purchases, accuracy of accounting, and compliance with laws governing public money expenditures. Will act as the Power & Light Director in the Director’s absence and will be available to represent the Department in public, community and other government agencies and organizations. Performs other related duties as assigned.

Requirements

  • Bachelor’s degree from a four-year college or university in Engineering or a closely related field.
  • Seven or more years of progressively responsible supervisory/management level experience, or any combination of education, training and experience which provides the required knowledge, skills, and abilities.
  • Knowledge of practices of municipal utility operations and the technical operating characteristics of electric utility production, transmission, distribution, and communications facilities.
  • Knowledge of principles and practices of engineering.
  • Knowledge of recordkeeping, report preparation, basic budgetary practices and applicable state, federal and local laws, and regulations.
  • Advanced level interpersonal and leadership skills.
  • Ability to speak effectively before public groups and clearly communicate in writing.
  • High level of analytical skills in researching, compiling, and summarizing a variety of informational and statistical data.
  • Strong organizational skills, attention to detail and ability to effectively plan, prioritize and problem solve.
  • Knowledge and skill in using computer equipment, Microsoft Office Suite and other computer applications related to the work.
  • Ability to respond to emergency and non-emergency problems after hours, weekends and holidays as needed.
  • Valid driver’s license.
  • Must complete required NIMS level training within first six months of hire.

Nice To Haves

  • MBA preferred.
  • Ten or more years of progressively responsible supervisory/management level experience preferred.
  • A Registered Professional Engineer is preferred.
  • Bilingual skills preferred.
