About The Position

Under the general direction of the Director of Pharmacy Technology and Informatics, the Deputy Director of Pharmacy Technology and Informatics helps to oversee the MassHealth Pharmacy Online Processing System (POPS), the POPS IT vendor and all associated business analysts. The Deputy Director will help to implement strategic and tactical planning, select reporting functions, external audits, and enhancement/release management, as well as help support operational actives within the system. POPS is a point-of-sale claim adjudication system for the MassHealth Fee-For-Service pharmacy claims as well as a system for invoicing drug manufacturers rebates every quarter. The Deputy Director will help manage and oversee the timely and accurate submission claim and rebate processing and leading technology and informatics projects, initiatives, and related inter and intra departmental pharmacy data-related projects. The Deputy Director of Pharmacy Technology and Informatics will use their experiences to ensure business processes run both timely and efficiently throughout the system.

Requirements

  • Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • A criminal and tax history background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
  • Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.

Responsibilities

  • Provide staff leadership, supervision, capacity planning, and professional development: Provides direct supervision, instruction, performance expectations, staff development, training plans, work planning, and task assignment for analytics, technology, and informatics staff.
  • Direct software development, testing, release management, and project delivery: Directs the software development lifecycle, testing, deployment, technical documentation, change orders, project scope, objectives, stakeholder engagement, and technical feasibility reviews. This includes directly testing and documenting change orders as needed.
  • Oversee POPS operations, maintenance, support, and system performance: Oversees POPS design, implementation, maintenance, support, claims adjudication, manufacturer rebate processing, issue resolution, and SEV 1/SEV 2 incident response activities. This may include weekend activities as needed.
  • Develop and implement IT policies, standards, protocols, and process improvements: Develops IT policies, protocols, standards, governance practices, operational consistency, transparency, innovation, and continuous improvement for pharmacy technology and informatics functions.
  • Lead pharmacy technology and informatics strategy: Leads strategic planning, roadmap alignment, reporting, and subject matter expertise for pharmacy technology and informatics in support of MassHealth Pharmacy Program goals.
  • Manage vendor performance, contracts, procurements, and compliance: Tracks and reports vendor compliance, monitors SLAs and contractual requirements, coordinates procurements, APDs, requirements drafting, contract negotiations, and vendor/stakeholder coordination.
  • Ensure programs and projects are fiscally responsible.
  • Implement policy, including developing policy, obtaining support from necessary parties, and disseminating information.
  • Manage daily operations.
  • Recommend budgets and funding priorities.
