About The Position

The Deputy Director of Leasing is a leadership position within the Division of Capital Asset Management and Maintenance (DCAMM), Office of Leasing and State Office Planning (OLSOP). Reporting directly to the Director of Leasing, the Deputy Director provides strategic and operational support for the Commonwealth's commercial leasing program, overseeing the procurement, negotiation, administration, and management of approximately 600 leases totaling more than 7.6 million square feet of leased space supporting over 100 Commonwealth agencies. The Deputy Director leads a staff of nine leasing project managers and works collaboratively with support staff and other office personnel to foster a high-performing organization that delivers innovative, cost-effective, and legally compliant leasing solutions. Working in partnership with the Director, Commonwealth agencies, landlords, and other stakeholders, the Deputy Director advances the Administration's policy objectives by delivering fiscally responsible, sustainable, and customer-focused real estate solutions that support agency missions and responsible stewardship of public resources. The ideal candidate will combine deep expertise in commercial real estate, public procurement, organizational leadership, strategic planning, and continuous process improvement with strong leadership, sound judgment, and a commitment to public service.

Requirements

• Minimum of eight (8) years of progressively responsible experience in commercial real estate, leasing, asset management, or a related field.
• Minimum of five (5) years of supervisory or management experience leading professional staff.
• Demonstrated experience managing complex commercial lease transactions, negotiations, and public procurement activities.
• Thorough knowledge of commercial leasing, public procurement, contract administration, and strategic real estate portfolio management.
• Demonstrated understanding of Commonwealth government operations, public sector procurement, and implementation of public policy initiatives.
• Experience leading strategic organizational initiatives, operational transformation, and continuous process improvement.
• Demonstrated success using data analytics, performance metrics, and business intelligence to improve organizational performance and decision making.
• Strong executive leadership, organizational management, and change management skills.
• Excellent written, verbal, presentation, negotiation, and interpersonal communication skills.
• Ability to build productive relationships with executive leadership, public officials, Commonwealth agencies, landlords, and external partners.
• Strong financial and analytical skills with the ability to evaluate lease economics, business cases, and portfolio performance.
• Demonstrated commitment to public service, ethical leadership, customer service excellence, and stewardship of taxpayer resources.
• Ability to exercise sound judgment and discretion in handling confidential and sensitive matters.
• Proficiency with Microsoft Office Suite and enterprise information systems.
• Six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management.
• Of the six years of experience, at least two years must have been in a project management, supervisory or managerial capacity.
• Any equivalent combination of the required experience and substitutions below.
• A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
• A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
• A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
• A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Responsibilities

• Provide leadership for the Commonwealth's leased real estate portfolio, ensuring alignment with agency priorities, Administration initiatives, and Commonwealth policy objectives.
• Lead the implementation of strategic leasing initiatives that support the Commonwealth's priorities, including fiscal responsibility, operational efficiency, workplace modernization, sustainability, and equitable access to government services.
• Advise the Director on complex leasing matters, organizational initiatives, policy development, and strategic planning.
• Evaluate market conditions, emerging real estate trends, and industry best practices to inform policy recommendations and long-term portfolio strategy.
• Promote consistency, accountability, transparency, and sound governance through the application of Commonwealth policies, executive directives, and DCAMM standards.
• Oversee all phases of commercial leasing procurements from agency planning through lease execution and occupancy.
• Oversee the development of Requests for Proposals (RFPs), proposal evaluations, financial analyses, negotiations, and lease award recommendations.
• Oversee and review procurement activities to ensure compliance with Massachusetts General Laws, procurement regulations, DCAMM policies, and Administration directives while maintaining fairness, transparency, and accountability throughout the procurement process.
• Oversee the administration of active lease agreements, amendments, renewals, relocations, and lease compliance activities.
• Provide direct guidance and technical support to Project Managers on complex leasing projects and assume selected project management assignments when operational needs require.
• Lead, mentor, develop, and supervise a team of nine project managers by providing technical guidance, coaching, and professional development opportunities that promote accountability, collaboration, innovation, consistency in leasing practices, sound decision-making, and high-quality customer service.
• Establish performance expectations, conduct evaluations, coach employees, and support workforce development.
• Promote a culture of continuous improvement, customer service excellence, knowledge sharing, and operational effectiveness.
• Partner with Human Resources on recruitment, onboarding, performance management, employee relations, and workforce planning.
• Lead initiatives to modernize leasing operations through process redesign, standardization, technology enhancements, and data-driven decision making.
• Develop performance metrics, management reports, and dashboards to evaluate operational effectiveness, portfolio performance, procurement timelines, customer service outcomes, and organizational performance.
• Identify opportunities to improve efficiency while maintaining compliance, transparency, and strong internal controls.
• Develop and implement initiatives that advance Commonwealth priorities through improved leasing practices, standardized business processes, and operational innovation.
• Maintain and enhance leasing policies, procedures, standard documents, and job aids to reflect current laws, Administration priorities, Commonwealth policy objectives, and industry best practices.
• Collaborate with internal and external stakeholders to improve reporting processes and operational efficiency.
• Support the continued modernization of leasing operations, including enhancements to leasing systems and technology platforms.
• Build collaborative relationships with Commonwealth agencies to understand operational needs and deliver responsive, value-driven real estate solutions.
• Partner with agency leadership to develop leasing strategies that balance operational requirements with the Commonwealth's fiscal, policy, and strategic objectives.
• Collaborate with the Office of General Counsel, Interior Planning and Design, the Compliance team, and other internal partners on complex leasing initiatives.
• Resolve complex negotiations, leasing disputes, and project issues while maintaining productive relationships with agencies, landlords, consultants, and external stakeholders.
• Represent DCAMM in meetings, presentations, and interagency initiatives involving strategic real estate planning and leasing policy.
• Ensure accurate reporting, documentation, portfolio data management, and records management for all leasing activities.
• Partner with the Compliance Manager and Compliance team to monitor changes in applicable laws, regulations, governmental directives, and Commonwealth policies, and implement updates to leasing policies, practices, and operational procedures to ensure continued compliance.
• Assist the Director and the Office of General Counsel with litigation support, public records requests, and complex leasing matters.
• Develop internal controls, performance measures, and operational practices that promote accountability, transparency, and achievement of organizational and Administration objectives.
• Promote responsible stewardship of public resources through sound financial management, effective risk mitigation, and strategic oversight of the Commonwealth's leased real estate portfolio.
