Early Intervention (EI) is a comprehensive interagency program that supports infants and children with developmental delays by providing timely therapeutic services to help them reach their full potential. The EI program also empowers families to meet their own needs and ensures access to services to all eligible children regardless of race, ethnicity, disability, immigration status, or income. The EIP is legally mandated under Title II-A, 2552 of Article 25 of the NYS PHL to ensure that eligible children receive therapeutic services as soon as possible, and it has been recognized as an essential service during COVID-19 by NYS. The Intervention Quality Initiatives (IQI) Unit works in advancing health equity, improving service quality, and strengthening workforce capacity through professional development, technical assistance, and partnerships with academic institutions. Additional initiatives include innovative parent and EI provider text messaging programs designed to enhance communication, engagement, and access to services.
