About The Position

Responsible for directing, administering, and overseeing the Commission’s Control Center Operations. Responsible for developing innovative ways for the Commission to manage daily radio communications, emergencies, incidents, accidents, dispatching of resources, record keeping, video storage, protection of assets, coordination of security measures and transmission of Commission wide communications. Responsible for exploring new and innovative ways and equipment to keep the Commission’s Control Centers up to date.

Requirements

  • 5 years of experience in Public Safety and Communications Systems, 911 System, Records Management System/CAD, and other related fields.
  • Working knowledge of Intelligent Transportation System (ITS), Commission functions and supporting information systems, including databases and surveillance, data collection and electronic payment infrastructures.
  • Working knowledge of where to go within the organization for needed information and ability to judge what information should be passed on to different levels of management.
  • Ability to prepare, justify, and administer project/program budgets.
  • Skill in project and program management.
  • Working knowledge of the Microsoft Office Suite, including, Word, Excel, Power Point, and Access.
  • Working knowledge of Outlook.
  • Working proficiency in general business software applications.
  • Skill in reading documents written in standard English text (e.g., administrative manuals) as well as skill in reading technical documents, especially relating to toll systems, maintenance equipment, etc.
  • Strong skill in writing grammatically correct routine business correspondence, analytical reports, and technical reports, relating to toll and maintenance operations.
  • Ability to speak on a one-to-one basis using appropriate vocabulary and grammar to obtain information, and to explain policies and procedures, etc.
  • Ability to make oral group presentations to provide information or explain policies and procedures.

Responsibilities

  • Prepares standard operating guidelines for Control Center Operations.
  • Helps to develop training for Commission personnel in incident management, call taking, emergency dispatching operations, Emergency Operations Centers, and other related topics.
  • Oversees and coordinates the workability and maintenance of the Control Center’s hardware, software, license agreements, etc.
  • Oversees and manages, through others, the Commission’s radio system.
  • Works with the Regions to develop efficient daily management policies and operating procedures for incidents that occur within the Commission’s jurisdiction.
  • Works with both the New Jersey and Pennsylvania State Police to develop and coordinate emergency responses to Commission incidents.
  • Helps identify traffic related issues and security concerns.
  • Develops and manages the Commission’s video retention, storage, and video release policies.
  • Assists in the preparation of the Commission’s Continuity of Operations Plan.
  • Works with Homeland Security to develop plans to harden Commission infrastructure.
  • Works with various federal, state, county, and local Offices of Emergency Management to enable the Commission to mitigate, prepare and recover from natural disasters and incidents.
  • Works with county 9-1-1 Centers to ensure radio interoperability, dispatching of emergency response assets, and the safety of Commission employees and the motoring public on Commission property.
  • Mitigates issues with law enforcement.
  • Participates in “task force” traffic related meetings with allied agencies.
  • Prepares applicable budgets and oversees scheduling for the Control Center(s).
  • Works in conjunction with the Director of Public Safety and Bridge Security to develop routine maintenance schedules for Control Center equipment.
  • Works with Engineering to develop and employee new and up to date systems in the Control Center(s).
  • Oversees the administration of the Commission’s access control system and the daily operations thereof.
  • Responds to critical incidents and provides after action reports evaluating the Commission’s response.
  • Reports to work at irregular hours in the event of emergency situations affecting or requiring additional communications systems.
  • Performs related work as required.
  • Makes inspection visits to Control Center(s)
  • Addresses various groups to inform public of goals and operations of department.
  • Promotes a positive work atmosphere that supports Commission objectives.
  • As required, will work in field or in office setting.
  • Supervise all employees in Control Center Operations below the Director’s level.
