About The Position

Under direction, works with and for the Director of Budget and Management to develop the annual appropriation ordinance for the Chicago Park District. Assumes full responsibility for the Department of Budget and Management in the absence of the Director. Performs related duties as required.

Requirements

  • Master's Degree in Accounting, Business Administration or Financial Management
  • Four years of experience performing financial analysis and management work
  • Two years as a manager
  • Knowledge of budget and financial management principles.
  • Knowledge of standard analytical models, systems and operational analysis.
  • Knowledge of program planning, administration and evaluation.
  • Mathematical and accounting skills.
  • Ability to develop and implement budget and systems controls.
  • Effective writing and communication skills

Responsibilities

  • Works with the Director to manage the annual budgetary process.
  • Assists the Director in establishing calendars, forms and reviews processes to assure departmental participation in the budget process.
  • Ensures that expenditures are consistent with established objectives.
  • Works with the Director to monitor and evaluate financial resources committed to the Park District.
  • Ensures that capital expenditures are consistent with cost/benefit estimates.
  • Together with the Director, conducts periodic reviews of program goals and objectives.
  • Reviews estimates of proposed expenditures for the ensuing year from department heads.
  • Works together with other officials in planning budget estimates and expenditures.
  • Works with the Director to assure that personnel are assigned and costed properly in accordance with positions itemized in the approved budget document.
  • Works with the Director to assure that effective grant management processes are in place to maximize external funding opportunities.
  • As assigned, serves as a departmental liaison to local, state, and federal partners regarding budget, capital, and grant-related matters.
  • Supervises budget staff and directs their assignments.
