About The Position

The NYC Department of Design and Construction, Finance & Procurement Division’s Agency Chief Contracting Office (ACCO) is seeking to hire a Deputy Director of Design Build for all Design Build & CM-Build Procurements. Under supervision, with latitude for independent initiative and judgment, the Deputy Director will help manage the Design Build & CM-Build Unit. The unit is responsible for all aspects of the design-build and CM-Build procurement process for the Agency. The Deputy Director will be required to monitor all procurements within the unit, assist in ensuring the procurements are effectively and efficiently processed. Ensure that all regulatory rules and requirements are followed. The Deputy Director will also assist with improvement stratigies and reporting for the unit. The candidate is expected to have a thorough understanding of the New York City Procurement and Policy Board Rules. The Deputy Director would assist in the day to day operations within the unit, ensuring that all tasks are being processed in a timely manner. It is expected that the selected candidate would review the current processes within the unit and help identify improvements to the processes to reduce the processing time of the procurements. The Deputy Director will also assist in the development of standard operating procedure manuals that will assist in staff training. The selected candidate must have strong computer skills to create reports for tracking and reporting on the status of procurements to both internal agency partners and external agency partners including oversight agencies. The candidate will use several computer systems including Financial Management System (FMS) and PASSPort to track and process procurement actions and register contracts with the Comptroller’s Office. Additional tasks or duties may be assigned to the candidate as deemed necessary by the ACCO, Deputy ACCO, and/or Director of Design Build.

Requirements

  • Permanent in the Administrative Procurement Analyst title or reachable on the DDC promotional list (exam #3572), or the open-competitive list (exam #3107).
  • A baccalaureate degree from an accredited college.
  • Four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field.
  • At least eighteen months of experience in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields.
  • Thorough understanding of the New York City Procurement and Policy Board Rules.
  • Strong computer skills.
  • Experience with Financial Management System (FMS) and PASSPort.

Nice To Haves

  • Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in '1' above.
