About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of this position is to function as Deputy Director for the Budget Development and Performance Management team for the Division of Budget and Analysis. The position reports to the Director of Budget and Analysis and provides leadership and management to senior program/budget analysts and the grants coordinator in the ongoing development and administration of objective, accurate, and timely analysis with respect to planning and evaluation of fiscal/budget, legislative requirements and measurable program/service performance, in order to enhance the efficiency, effectiveness and return on investment of DHHS program/services. The Office of the Secretary serves as the executive leadership arm of the North Carolina Department of Health and Human Services (NCDHHS), guiding the Department’s mission to improve the health, safety, and well-being of all North Carolinians. Through strategic oversight and collaborative leadership, the Secretary’s Office supports the effective coordination of over a dozen core divisions, ensuring that agency-wide priorities are aligned, resources are used responsibly, and services are delivered with equity and impact. The Division of Budget and Analysis provides leadership and support to department and division management by (1) developing, executing and modifying the Department's operating budget; (2) researching and analyzing issues that impact the Department's budgets, plans and programs; and (3) developing innovative solutions to challenging problems.

Requirements

  • Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution
  • Four years of progressive related experience, three of which must have been supervisory in nature; or equivalent combination of training and experience

Nice To Haves

  • Demonstrated managerial experience in planning, directing, and organizing the work of professional staff
  • Considerable knowledge of health and/or human services programs either through professional work experience and/or budgeting experience associated with the management of health and/or human services programs
  • Considerable knowledge of state and federal laws affecting these programs with subsequent impact and consequence on budgeting and fiscal analysis
  • Working knowledge of legislative and rule making processes
  • Considerable work experience in budgeting and accounting systems

Responsibilities
