About The Position

Dauphin County Community & Economic Development is currently accepting applications for the full-time position of Deputy Director Resource/Planning.  Salary is commensurate with experience. This is responsible, professional work emphasizing design and brokering of financial services in the County Department of Community & Economic Development. An employee in this position develops and manages a program packaging site-selection, business planning and marketing, and commercial financial services. He/she administers loans made under the provision of the Dauphin County CDBG loan fund, the Dauphin County IDA direct loan fund, and Dauphin County IDA Industrial Development Revenue Bond Program, and screens applicants for other sponsored-loan programs. The incumbent performs limited staff management and public liaison and reports to the DCED Director.

Requirements

  • Graduation from an accredited college or university with major coursework in Economics, Business Management, Financial or Statistical Analysis, Regional Planning, Political Science, Public Administration, Law, or a closely related field.
  • Minimum of three (3) years of professional experience in industrial planning, regional planning, economic development, public administration, or a related field.
  • Knowledge of principles of administration, management, and supervision.
  • Knowledge of modern budget practices, cost accounting, and public-sector financial operations.
  • Knowledge of public and commercial credit markets.
  • Knowledge of statistical analysis, research methods, and data interpretation.
  • Knowledge of commercial and industrial history of Dauphin County and surrounding areas.
  • Knowledge of the fundamentals of regional planning and economic development.
  • Knowledge of topography, geography, zoning, and land-use regulations of Dauphin County.
  • Knowledge of procedures and protocols involving commercial real-estate brokers, insurance carriers, and financial service institutions.
  • Knowledge of regional labor market trends and workforce demographics.
  • Knowledge of public relations principles and practices.
  • Knowledge of applicable Federal, State, and County legislation, regulations, incentives, and abatement programs.
  • Skill in coordinating complex and diverse project agendas.
  • Ability to communicate clearly and effectively in written and verbal formats.
  • Strong interpersonal skills and the ability to build and maintain productive working relationships.
  • Ability to interpret complex narrative, legal, and analytical materials.
  • Ability to exercise independent judgment within established guidelines.
  • Ability to collaborate effectively with County leadership, elected officials, municipal partners, business owners, attorneys, developers, educators, and members of the public.
  • Proficiency in Microsoft Word, Excel, Outlook, and working knowledge of Access, PowerPoint, and Publisher
  • Ability to maintain confidentiality, demonstrate professionalism, and meet all requirements of a successful background investigation.

Nice To Haves

  • A Juris Doctor (J.D.), Master’s in Public Administration (MPA), or related advanced degree is preferred but not required.
  • Familiarity with modern digital tools and project management platforms is a plus.

Responsibilities

  • Assists Director in organizing, budgeting, and administering economic development program.
  • Develops and manages loan-packaging program (including business-plan, marketing and site selection) and assists in lender negotiations.
  • Screens applicants for sponsored loans.
  • Assists Director in administering Industrial Development Revenue Bond issues.
  • Acts as a liaison with private and other public agencies concerned with economic development.
  • Assists with preparing technical manuals and promotional literature.
  • Meets formally and informally with local and regional professionals, proprietors and managers to research and present economic development programs.
  • Advises clients on land acquisition, market potential, and financial planning and support.
  • Assists Director in supervising junior DCED personnel.
  • Selects, assigns, instructs, oversees, and evaluates student interns.
  • Purchases and inventories capital and consumable equipment and supplies.
  • Assists director inhering of all consultants, professional services and review of monthly bank statements.
  • Serves as a designee for the approval process in check disbursement after review of invoices.
  • Represents Director and County Commissioners on various Boards and Authorities.
  • Performs other job-related duties as required.
