About The Position

This professional position is responsible for managing publicly funded drug and alcohol treatment, prevention, education and gambling prevention services in Lancaster County. This position serves as the Single County Authority (SCA) Administrator and has the responsibility for preparing and overseeing the drug and alcohol prevention goals and objectives for Lancaster County and works closely with the Fiscal Officer in the development of a comprehensive budget for the department. This position also serves as one of two Lancaster County representatives on the Capitol Area Behavioral Health Collaborative (CABHC) Board, managing the Medicaid HealthChoices behavioral healthcare project for Lancaster County.

Requirements

A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals; OR
A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals; OR
An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals.

Responsibilities

Presents information to other County and community based human service systems regarding accessing drug and alcohol treatment and the resources of the local drug and alcohol field.
Establishes prevention goals and objectives for Lancaster County, based on needs assessments and evidence-based prevention planning.
Works closely with the State agencies (DDAP and OMHSAS) in ensuring regulatory compliance and is responsive to local County government priorities, reports and procedures.
Develops annual programmatic Requests for Information and /or Requests for proposals for all prevention programs and services.
Coordinates and manages the Performance Based Prevention System (WITS).
Manages the Opioid Settlement Trust initiative, monitoring fund distribution and payment schedules; communicates with the Trust Authority as to reporting requirements; facilitates reviews of various initiative objectives to determine efficacy.
Direct the activities of the citizen Advisory Board. Develops agendas, prioritizes workload, meets with, educates and recruits for the board, etc. Also directs the activities of sub-committees and task forces.
Develop an annual plan and conduct public meetings for the purpose of identifying the needs of the community.
Evaluate the quality of service from providers and effectiveness of mutually agreed upon performance improvement plans.
Ensure that drug and alcohol services required by Act 63 are available.
To maintain liaison with governmental and private agencies.
Provide technical assistance to the provider network to assure compliance with state and local policies.
Conduct needs assessment and collect data on substance use disorder needs and gaps.
Supervise the clinical, auditing and contract monitoring of each provider.
Develop grants and acquire additional funds to increase treatment and prevention services.
Collaborates with the BHDS Executive Director in supervising and managing the delivery of D&A and MH treatment services for Medicaid clients in the HealthChoices project.
Direct the development and implementation of written policies and procedures as necessary.
Participate in the planning and development of new and innovative drug and alcohol programs.
Participates in bi-monthly BHDS Senior Leadership meetings; works closely with the Deputy Directors of Behavioral Health, Intellectual Disabilities and Early Intervention as necessary.
Participate on committees and boards, as necessary, to communicate and connect with other agencies and systems.
Educate elected officials on the resources and barriers of the Lancaster drug and alcohol field.
Participate on County committees and task forces, as requested by the Board of Commissioners.
Perform other duties as assigned.
