The County of Riverside, Office of County Counsel is seeking a dedicated Deputy County Counsel (II-IV) to support the Health & Adult Welfare Division (HAWD). The ideal candidate will be knowledgeable in healthcare contracts, HIPAA, fraud and abuse issues, privacy rights, healthcare reimbursement and recovery, compliance issues, and information requests from private and governmental agencies, as well as bioethics. Candidates should possess an understanding of the hospital's business and operations. Strong communication and leadership skills are essential, as the incumbent will frequently interact with the executive leadership team of the County's healthcare system. Responsibilities include work related to Health Information Technology for Economic and Clinical Health (HITECH), Stark law, Anti-Kickback Statute, provider-side contracts, and other related duties. Promotion to Deputy County Counsel III and IV levels is a non-competitive process based on demonstrated ability, meeting experience requirements, and an overall 'meets expectation' rating on annual performance evaluations. The position offers a 9/80 schedule with hybrid options available after the training period and at the department's discretion. Applicants must be active members in good standing with the California State Bar. Salary ranges are provided for Deputy County Counsel II, III, and IV. The level at which the position is filled will be at the Department's discretion based on candidate qualifications. The Office of County Counsel is a full-service law office providing advisory and litigation support on critical issues for the County and its residents, including healthcare, public safety, child welfare, land development, environmental protection, public finance, taxation, and elections.
