About The Position

The Office of the Los Angeles City Attorney is one of the nation's largest municipal law offices, providing a wide range of legal services to the City of Los Angeles. The Public Finance Division specifically advises on municipal revenue matters, tax collection and litigation, bankruptcy, tax compliance, employee benefits, and bond/debt matters. This role will provide legal advice and representation regarding the issuance and administration of municipal bonds, compliance, disclosure, contracts, and ballot measures related to municipal financings.

Requirements

  • Licensed to practice law in all courts in the State of California
  • At least 5 years of municipal bond financing experience
  • Knowledge of and experience with municipal bonds and other debt financing for California local agencies (including general obligation bonds, lease financings, revenue bond financings, tax and revenue anticipation note financings, Mello-Roos community facilities districts and financings, assessments, and special taxes)
  • Knowledge of laws relating to municipal bond financings and other municipal finance matters, including securities laws
  • Excellent oral and written communication skills
  • Ability to work as a team member with City staff, external bond and disclosure counsels, and municipal advisors
  • Demonstrated research and writing skills in complex areas of law

Nice To Haves

  • Experience advising legislative bodies, including knowledge of the California Public Records Act, Brown Act and conflict of interest laws
  • Knowledge of and experience with public contracting laws and procurement practices
  • Experience providing legal advice to public agencies and/or regulatory agencies, and public officials

Responsibilities

  • Provide legal advice to the CAO’s Debt Administration Section and other City departments on municipal finance matters concerning the issuance and administration of tax-exempt and taxable bonds.
  • Advise on State and Federal post-issuance compliance matters applicable to municipal bonds.
  • Provide counsel on disclosure and securities law matters applicable to municipal bonds.
  • Negotiate and advise on contracts relating to municipal financings, including leases, indentures, credit facility agreements, escrow agreements, and bond purchase agreements.
  • Prepare ballot measures seeking voter authorization for matters such as general obligation bonds or special taxes.
  • Advise on Proposition 218, Proposition 26, and other similar issues.
  • Prepare related ordinances for municipal financings, opinions related to municipal financings, City Council Reports, and other documents relating to municipal bond financings and municipal finance matters.
  • Litigation may be involved.
