About The Position

The Office of the Los Angeles City Attorney is one of the nation's largest municipal law offices, with over 1,000 legal professionals, including 500 attorneys. The Office provides the City of Los Angeles with high-caliber legal services, including prosecuting criminal misdemeanors, advising on homelessness initiatives, defending civil lawsuits, and bringing civil enforcement actions. The Public Finance Division of the Municipal Branch provides advice and legal representation on municipal revenue matters, municipal tax collection and litigation, bankruptcy matters, Federal and State tax compliance, the City of Los Angeles 457(b) Plan, employee benefits, and bond/debt matters. The division seeks collaborative team players committed to integrity, accountability, and transparency.

Requirements

  • License to practice law in all of the courts in the State of California.
  • At least 5 years of litigation experience.
  • Demonstrated skills in legal research and writing.
  • Knowledge of and experience with laws related to municipal taxation.
  • Excellent oral and written communication skills.
  • Ability to work as a team member with City staff and external counsel.

Nice To Haves

  • Knowledge of and experience with California and Federal taxation.
  • Knowledge of and experience with the Brown Act and the conduct of public meetings.
  • Knowledge of and experience with the California Public Records Act.
  • Experience providing legal advice to public agencies and/or regulatory agencies, and public officials.

Responsibilities

  • Handle collections and refund claim litigation in the Superior Court.
  • Provide legal advice and representation on municipal tax and revenue issues.
  • Advise the Office of Finance by evaluating and resolving taxpayer offers to settle tax assessments.
  • Perform other duties in support of the Office of Finance as assigned.
  • Draft pleadings.
  • Make court appearances.
  • Conduct trials.
  • Draft settlement agreements and related contracts.
  • Prepare written reports and recommendations for City Council approval when required.
  • Prepare related ordinances for municipal financings.
  • Prepare opinions related to municipal financings.
  • Prepare City Council Reports.
  • Prepare other documents relating to municipal bond financings and municipal finance matters.
