Lead critical fiscal operations for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), providing financial leadership during State Emergency Operations Center activations, emergency deployments, and periods of organizational transition. This position oversees fiscal and procurement activities, supports Finance Bureau operations, develops policies and training, manages fiscal records and communications, and serves in an acting leadership capacity when needed. The ideal candidate is an adaptable fiscal leader who can manage competing priorities, strengthen processes, and provide effective support during both routine operations and emergencies. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in accounting, business or public administration.
  • Requires experience equivalent to four (4) years of progressively responsible administrative financial experience in a public or business organization.

Nice To Haves

  • Prefers four (4) years of professional experience working with public accounting, fiscal management, standards, and techniques.
  • Prefers four (4) years of professional supervisory experience managing a professional staff.
  • Prefers four (4) years of experience managing complex or multi-source governmental funds or similar relatable experience.
  • Prefers four (4) years of experience working with financial compliance, regulatory requirements, auditing or internal controls.
  • Prefers three (3) years working with governmental oversight bodies, external agencies, or cross functional stakeholders on financial matters or similar responsibilities in a professional setting.
  • Prefers a graduate degree in Accounting, Business Administration, Public Administration, or a closely related field.
  • Prefers four (4) years of experience with financial system Application and Products (SAP) including Enterprise Resource Planning System (ERP) or comparable financial systems.
  • Prefers three (3) years of professional experience developing policies, procedures, and performance standards, both independently and in conjunction with other entities.

Responsibilities

  • Performs special fiscal projects and provides advanced analytical support to the Fiscal Division, including fiscal reporting, process improvement, research and analysis, and compliance oversight.
  • Serves in an organizational leadership capacity to ensure continuity of Fiscal Bureau operations, including SEOC Finance leadership, accreditation compliance oversight, and acting management coverage during absences or vacancies.
  • Serves as full line supervisor.
  • Manages customer outreach activities to ensure effective communication and strong working relationships between Fiscal and other IEMA divisions.
  • Ensures the agency follows compliance with the Governor’s Office of Management and Budget ACFR Internal Control Unit requirements, as well as Fiscal responsibilities tied to Statutory Mandate and Agency Responsibility Tracker (SMART) requirements.
  • Supervises the Fiscal staff assigned to these functions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
