The Deputy Associate Commissioner (DAC) for Goods Procurement is selected by and reports to the Associate Commissioner for Procurement. The DAC of Goods Procurement provides management, leadership, and technical expertise guidance for Health and Human Services (HHS) procurement and contracting staff on the Goods procurement team. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Must obtain Certified Texas Contract Developer (CTCD) within six months of hire.
  • Five years’ experience with state procurement practices, statutes, rules and regulations.
  • Three years’ experience managing staff.

  • Existing certifications: Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) – preferred not required.
  • Graduation from an accredited four-year college or university – preferred not required.

Responsibilities

  • Provides direction and guidance to the Goods Procurement team to ensure procurements solicited by HHS agencies are procured in a timely, efficient, and ethical manner. Responsible for establishment of goals and objectives that support overall team strategies; plans, develops, and/or approve schedules, priorities, and standards for achieving goals. Provides oversight of procurements, ensuring they are solicited and awarded in accordance with state and federal laws to include compliance with Comptroller of Public Accounts requirements and guidance when applicable, Contract Advisory Team requirements, and HHSC policies and procedures. (25%)
  • Manages the daily operations of the Goods procurement teams to obtain goods using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines. Plans, assigns and supervises the work of assigned staff to ensure that administrative needs and complex goods requested by HHS agencies are procured in a timely, efficient, effective and ethical manner. Plans, develops and approves schedules, priorities and standards for achieving goals. (20%)
  • Reviews and provides recommendations to executive management related to in-flight procurements. Develops and maintains tracking reports designed to ensure procurements are processed timely, and ensures executive management has visibility into the status of procurements and procurement activities. (15%)
  • Provides direction and guidance and recommends effective strategies to resolve issues or trends related to procurement and contracting services. Identifies procurement related issues and works with contract specialists, management, requesters, subject matter experts, other agency staff, and stakeholders to manage and resolve issues; responds to phone and e-mail inquiries from requesters and other staff regarding procurements in a timely and customer service-oriented manner. Analyzes information to keep PCS leadership informed of deadlines. (15%)
  • Hires, manages, and develops staff. Establishes and maintains a positive team culture. Identifies staff development and training needs and consults with appropriate team members in developing training curriculum. (15%)
  • May direct the preparation, development, review and revision of legislation and participate in establishing the agency’s position regarding legislative impact; assists with planning and executing legislative implementation. Represents the agency at business meetings, hearings, conferences, and seminars and on boards, panels and committees as a part of system-wide procurement activities. (5%)
