About The Position

The purpose of this classification is to assist in developing and implementing the City’s comprehensive land use plan and administering and enforcing zoning codes and ordinances. This role involves assisting in the development and preparation of the City's Comprehensive Land Use Plan, processing permit applications for building projects, approving or denying applications based on zoning ordinances, receiving payments for permit fees, conducting field inspections of permitted construction sites, identifying code violations and needed corrective action, performing customer service functions, preparing land use reports for rezoning and land use change applications, and providing administrative and technical support for various planning commissions and boards. The position also involves processing documentation related to department operations and communicating with various stakeholders.

Requirements

  • Bachelor’s Degree in Urban or Regional planning or a related field.
  • Two years of experience in zoning inspection and administration and urban planning.
  • Must be able to demonstrate proficiency in performance of the essential functions.
  • Must learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Must possess and maintain a valid driver's license.
  • Must be eligible for coverage under the City’s vehicle insurance.

Responsibilities

  • Assists in developing and preparing the City’s Comprehensive Land Use Plan by researching and analyzing data, preparing reports, and communicating with regional and state committees.
  • Processes permit applications for building projects by reviewing for accuracy, verifying requirements, entering information into a database, and evaluating for compliance with ordinances.
  • Approves or denies applications based on compliance with zoning ordinances, issues permits, provides guidance for compliance, and completes required paperwork.
  • Receives payments for permit fees, calculates fees, records transactions, issues receipts, forwards revenues, and prepares/updates related reports.
  • Conducts field inspections of permitted construction sites to ensure compliance with City zoning codes and ordinances.
  • Identifies code violations and needed corrective action by writing letters, re-inspecting, issuing citations, and preparing evidence for court.
  • Performs customer service functions by providing information and assistance related to division services, assisting with forms, responding to questions and complaints, and initiating problem resolution.
  • Participates in preparing land use reports for rezoning and land use change applications by reviewing applications, identifying non-compliance issues, and providing technical review.
  • Provides administrative and technical support for Planning Commission, Board of Zoning Appeals, Historic Preservation Commission, and related boards by scheduling meetings, preparing agendas and packets, publishing notices, briefing members, attending meetings, and taking minutes.
  • Processes a variety of documentation associated with department operations, including forms, reports, correspondence, applications, and notices.
  • Communicates with supervisor, other City employees, contractors, the public, and board and commission members to coordinate work, review status, exchange information, and resolve problems.
  • Operates various equipment including a motor vehicle, smart level, marking paint, measuring wheel, and related inspection equipment, as well as a personal computer and general office equipment.
