About The Position

VIA Rail is undertaking ambitious projects to modernize its services and infrastructure, including a new train fleet and ongoing infrastructure improvements. The Delivery Manager, Digital Connectivity is responsible for leading the design, delivery, and transition of the Digital Connectivity project within the LDRR program. This role involves overseeing project scope, schedules, budgets, resources, and suppliers to ensure successful implementation, acceptance, and handover to operations. The Delivery Manager will work closely with LDRR teams to ensure the project is delivered on time and aligned with program objectives, reporting directly to the LDRR Information System Integration (ISI) Lead.

Requirements

  • Bachelor’s degree in information systems management, business administration, computer science, engineering, or equivalent.
  • A combination of education and relevant experience will be considered.
  • Fluent in English and French, both written and spoken.
  • A minimum of 10 years of experience in information technology (IT) project management.
  • Excellent stakeholder management skills with a focus on program delivery and results.
  • Project management experience in the field of digital connectivity, telecommunications, and large-scale projects.

Nice To Haves

  • Project Management Professional (PMP) certification is an asset.
  • Railway industry experience is an asset.

Responsibilities

  • Lead and oversee the delivery of the Digital Connectivity (DC) project, ensuring objectives for scope, schedule, budget, quality, and stakeholder expectations are met.
  • Manage external suppliers and ensure all contracted activities and deliverables are completed according to agreed requirements and timelines.
  • Manage project planning, team activities, risks, issues, quality assurance, and governance requirements.
  • Define project stage gates and acceptance criteria in collaboration with the LDRR Quality team.
  • Ensure a successful transition and handover of solutions to IT Operations and business teams, in accordance with operational requirements and support processes.
  • Provide regular progress reporting, support organizational change management, capture lessons learned, and ensure successful project closure.
  • Collaborate with Technology, Operations, and LDRR teams to manage dependencies, align with the IT roadmap, and address technology obsolescence risks.
  • Ensure the Digital Connectivity solution is integrated with LDRR railcar designs and technical requirements.
  • Coordinate with engineering teams and suppliers to resolve technical and implementation issues and support successful deployment.
  • Ensure compliance with project governance, procurement, contractual, financial, and operational requirements.
  • Collaborate with Procurement to manage supplier selection, contracting, and vendor-related activities.
  • Ensure adherence to LDRR processes for project management, requirements, quality, and transition to operations.
  • Work with IT Operations to ensure a smooth and compliant handover of solutions.
  • Support project planning, scheduling, budgeting, and financial management in collaboration with LDRR stakeholders.
  • Ensure compliance with governance requirements in the processes and decisions related to supplier selection and contractual agreements.
  • Put in place the DC project governance framework with the DC Supplier.
  • Organize, schedule, and lead monthly delivery review meetings, prepare presentations, and provide executive summaries.
  • Report on the project status to the LDRR Program leadership.
  • Ensure that key decisions, change requests, and the use of contingency are well documented, brought before the LDRR Steering Committee, and associated impacts are validated by impacted stakeholders.
  • Participate in the regular LDRR ISI technology status and review meeting with the IT organisation to share project status, discuss technical dependencies and priorities and any ongoing IT roadmap and activities that could impact the project.
