About The Position

The Deck Supervisor is responsible for performing duties related to Navy watercraft operations, maintenance, and testing. This includes operating various types of vessels, directing crew activities, conducting operational tests, performing maintenance and repairs, and providing subject matter expertise for lighterage operations. The role involves surveillance of cargo movement, monitoring maintenance work, and ensuring proper procedures are followed during offload and backload operations. The Deck Supervisor also plays a key role in training, documentation, and coordinating with various stakeholders including government personnel and contractors.

Requirements

  • High school graduate or GED.
  • Five years’ experience in operating and maintaining Navy watercraft from MPF shipping.
  • Exceptional boat handling skills.
  • Experience supporting Expeditionary Program Office’s (ExPO) Cargo Offload and Discharge System (COLDS).

  • Working knowledge and ability in reviewing, interpreting and applying plans, blueprints, drawings, specifications, work orders, alteration records, technical instructions and standards in all aspects of quality control, quality assurance and in all industrial disciplines associated with the repair and maintenance of lighterage systems and support equipment.
  • Knowledge in surveilling the work of contractors engaged in servicing/repairing NSE lighterage and support equipment, and to provide the oversight and technical data necessary to establish deadlines, phase programs in and out and ensure logistical support for the equipment.
  • Knowledge of the NSE, operations, maintenance and repair organization and their capabilities, including best practice processes that lead to resolution of maintenance and repair problems that reduce the effectiveness of the MPF program.
  • Knowledge and ability to compose technical reports and evaluations of performed surveillance.
  • Knowledge and ability to communicate, verbally and in writing, with a variety of government personnel, contractors, and representatives of other organizations/services on a wide-ranging, controversial, sensitive or serious equipment issues.
  • Knowledge of Engineering Operational Sequencing System (EOSS), Engineering Operating Procedures (EOP) and Engineering Operational Casualty Control (EOCC).
  • Knowledge of Convention on the International Regulations for Preventing Collisions at Sea (COLREGs).
  • Knowledge of Navy watercraft, craft equipage and craft systems, including main propulsion, hull, mechanical, electrical systems, automated machinery control systems, and navigation and communications equipment.
  • Extensive knowledge of MPF program and Navy operations, specifically Naval Support Element mission, procedures, organization and watercraft.
  • Extensive knowledge in Navy Lighterage and watercraft operations.
  • Working level knowledge of Navy maintenance and repair.
  • Knowledge and ability to start, operate and secure Navy Lighterage or watercraft systems, including main propulsion, hull, mechanical, electrical systems, automated machinery control systems, and navigation and communications equipment.
  • Graduate from Navy COI INLS Deck Sup K-551-0101.
  • Capable of obtaining and maintaining “National Master of Less Than 100 Gross Register Tons Near Coastal Waters” IAW USCG requirements.
  • Complete and successfully graduate from Basic Operator K-062-0113, INLS Craft Master K-062-0110, and MPF UB Operator K-062-2121 before assuming duties as Coxswain/Craftmaster.
  • Graduate of the following web based training: Introduction to Improved Navy Lighterage System -CSFE-INLS-010-2.0, INLS Machinery Control System CSFE INLS-020-1.0 and NSE MPF Operations (Seaward) - CSFE-NSE-010-1.0.

Responsibilities

  • Perform Deck Supervisor and Crewman duties for INLS WT, CF, LCM-8, LARC-V, MPFUB and Inflatable Boat (IB).
  • Cross-train as Craftmaster/Coxswain, Craft Engineman and Craft Electrician crew duties as an alternate for various craft during operational tests (OPTEST).
  • Perform operational testing, assessment and acceptance trials of sealift systems.
  • Perform preventive and corrective maintenance, corrosion control/coating system maintenance, general housekeeping, and crew duties of designated craft.
  • Perform "just in time/emergent" preventive and corrective maintenance as needed to meet mission.
  • Perform TAAT functions and provide Offload Control Unit SME support for Lighterage Control Assistant (LCA) and Lighterage Control Officer (LCO).
  • Safely and expertly operate Navy watercraft and associated equipment, and direct assigned crew in deck functional areas, including damage control.
  • Provide surveillance of lighterage download/backload to/from ship.
  • Monitor and evaluate lighterage placement, dunnage use, lashing quantity and placement, chafe material adequacy and preservation/de-preservation actions, identifying deficiencies and recommending solutions.
  • Observe and monitor military, contracted stevedores and maintenance technicians to evaluate techniques, load plan adherence and procedures, and coordinate with Stevedores/contractor and NAV-P to resolve technical problems.
  • Assist NAV-P management in formulating watchbills, plans, onload/backload priorities, and procedures.
  • Review and analyze blueprints, load plans and the Integrated Computerized Deployment System (ICODES) printouts as well as other documentation.
  • Assist in developing and maintaining necessary instructions, files, records, drawings, logs and reports for each ship event.
  • Participate in pre/post-event meetings, briefs and debriefs in support of the offload/backload event.
  • Ensure Navy watercraft custody turnover is performed properly IAW established guidelines and coordinate with NAV-P to resolve any issues.
  • Prepare and review deck load diagrams detailing lighterage placement, orientation, Navy Support Equipment (NSE) container location, fuel status, craft weight and other pertinent data.
  • Prepare special reports/picture briefs for NAV-P as necessary.
  • Monitor and evaluate lighterage movement via tug, mobile boat hoist and transporter, observing mooring, fendering, placement/positioning, dunnage use, rigging use and safety procedures for compliance, identifying deficiencies and recommending solutions.
  • Monitor maintenance and repair work performed on Navy Lighterage, ashore and afloat.
  • Assist with custody transfer of Lighterage to/from the contractor and/or military.
  • Monitor shipboard Lighterage offload/backload, CONUS and OCONUS.
  • Serve as (TAAT) during MPF exercises/contingencies.
  • Serve as a Deck SME in the Operations Section of the NAV-P staff.
  • Perform crew training in seamanship, engineering, casualty control, first-aid and damage control IAW NAV-P direction.
  • Serve as an RRDF, ABLTS and Portage SME.
  • Monitor NTCSS R-Supply and OMMS-NG data and associated processes.
  • Perform other duties as assigned by NAV-P Director/COR.
