About The Position

The Dean, CC (Native Hawaiian Affairs) at Leeward Community College reports to the Vice Chancellor of Academic Affairs. This position directly manages the Kipuka Native Hawaiian Center, a culturally grounded student support unit, to ensure cohesive and holistic student support. This includes career guidance, academic advising coordination, financial aid literacy, tutoring services, outreach, cultural programming, student engagement, and referrals to campus and community resources. The position is also responsible for identifying, securing, and managing extramural funding opportunities in collaboration with campus administration and the Office of Policy, Planning, and Assessment, including leading grants management, compliance, reporting, and capacity-building efforts. The role provides comprehensive fiscal oversight for Native Hawaiian instructional and student support programs, ensuring responsible stewardship of resources in support of student success and academic success. This position is part of the Academic Affairs Leadership Team and works closely with the Administrative Affairs Division.

Requirements

Masters Degree from an accredited college of university in the field of Education Administration, Hawaiian Studies, Hawaiian Language, or a related Hawaiian studies field.
Attained the academic rank of associate professor (C4) in an institution of higher learning or have a demonstrated record of comparable professional experience.
Nine (9) years of professional experience in an accredited institution of higher education.
Two (2) years of demonstrated experience leading and supporting higher educational programs at the administrative level, including initiatives that promote student success and strengthen partnership with academic and community stakeholders.
Knowledge of community college philosophy, familiarity with liberal arts and career technical education, and awareness of challenges facing community colleges.
Three (3) years of demonstrated experience working effectively in a postsecondary academic or research setting with Native Hawaiian and underrepresented populations in perpetuating the Hawaiian language and culture.
Demonstrated experiences in Native Hawaiian community engagement initiatives in a higher educational setting and the development of Native Hawaiian programs.
Demonstrated knowledge of theories/frameworks regarding organizational change/transformation, campus culture, and higher educational leadership.
Demonstrated knowledge of the UH System Hawaii Papa O Ke Ao and Leeward’s Pukoa no na Ewa Council.
Evidence of ability to network, interact, and support effective relationships with Native Hawaiian and other underrepresented communities.
Demonstrated experience in building Native Hawaiian or other indigenous-based curricula.
Significant knowledge of Hawaiian language, culture, protocols, and values.
Ability to travel to local, national, regional, and international meetings and conferences.
Experience in facilitating, team-building, and interpersonal skills to strengthen and cultivate relationships.
Demonstrated ability to establish and maintain effective working relationships with administrators, faculty, students, and the general public.
Excellent oral and written communication skills.
Demonstrated planning, organizational, and management skills.
Experience working with faculty and staff in academic institutions.

Nice To Haves

Doctoral degree from an accredited college or university in the field of Education Administration, Hawaiian Studies, Hawaiian language, or a related Hawaiian Studies field.
Experience as an administrator or in carrying out administrative responsibilities with an emphasis on education, public administration, organization or resource management, personnel management, fiscal management, and grant administration.
Experience conducting needs assessments, assessment of student learning, and using the results to guide programmatic decisions and budget allocations.
Fluency in Hawaiian language.
Administrative experience involving Native Hawaiian-serving program development, implementation and evaluation, preferably in a community college setting.

Responsibilities

Leads, in partnership with faculty, staff, students, and administrators, the implementation of Leeward CC’s Strategic Plan to advance a Native Hawaiian place of learning.
Provides administrative leadership for Native Hawaiian instructional programs, including curriculum planning, instructional scheduling, program review, assessment of student learning, course and pathway development, instructional quality, enrollment strategies, faculty and lecturer coordination, and professional development.
Provides leadership and management for Native Hawaiian Center support services through the Kipuka Native Hawaiian Center, including academic advising coordination, tutoring and learning support, career guidance, financial aid and veteran benefits literacy, outreach, onboarding, retention, completion, transfer support, student engagement, and culturally grounded programming.
Ensures that instructional programs and student support services are integrated, student-centered, culturally sustaining, and grounded in olelo Hawaii, ike Hawaii, cultural practices, protocols, values, and community relationship.
Uses student learning, student support, enrollment, retention, completion, transfer, engagement, and program participation data to evaluate effectiveness and guide continuous improvement, program planning, and resource allocation.
Works with Hawaii Papa O Ke Ao and the Pukoa no na Ewa Council to promote a Native Hawaiian place of learning.
Acts as a lead/co-lead facilitator and/or researcher representing Leeward CC in Hawaii’s communities by cultivating and developing relationships to learn and identify the needs of the communities, with particular focus on Native Hawaiians and other underrepresented populations at the college, in promotion of a Native Hawaiian place of learning.
Plans and executes, with Leeward CC administration, faculty, staff, students, and communities, collaborative programs and efforts within the college as well as in surrounding communities that address the identified needs, with particular focus on Native Hawaiian and other underrepresented populations at Leeward to inform the implementation of the Native Hawaiian place of learning.
Manages the operations of the Awawaleiakea Native Hawaiian Division and the Kipuka Native Hawaiian Center, including staffing, workflows, service delivery, instructional and student support schedules, operational procedures, and alignment with College policies and priorities.
Supervises assigned faculty, lecturers, APT/clerical staff, grant-funded personnel, and student employees in accordance with University Hawaii policies, collective bargaining agreements, and campus procedures.
Develops, manages and monitors budgets for Native Hawaiian instructional and student support programs and initiatives, including general, tuition and fees, extramural and other funding sources; ensures fiscal accountability, compliance, and responsible steward of resources.
Collaborates and partners with Leeward students, faculty, staff, campus governance bodies, and administrators to create procedures and practices that promote a Native Hawaiian place of learning and strengthen student success.
Obtains and serves as P.I. on contracts and grants that support instruction and student support services; ensures timely implementation, reporting, assessment, and compliance with grant and institutional requirements.
Coordinates with Dean of Student Services, Dean of Academic Services, academic deans, and relevant campus units to align Native Hawaiian student support services with broader student success systems.
Documents and evaluates the work of implementing the Native Hawaiian place of learning (e.g., as examples of organizational change, higher education leadership, and transformation of campus culture) in publications, white papers, posters, presentations, and a comprehensive website for various audiences.
Advises the chancellor of Leeward CC and administration on Native Hawaiian affair, Native Hawaiian student success, and a Native Hawaiian place of learning priorities.
Represents the college in campus, UH System, community, state, regional, national, and international meetings, conferences, workshops, and partnerships related to Native Hawaiian education, student success, and indigenous-serving institutions.
Adheres to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met.
Identify and mitigate through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure team is aware and focused on addressing the same.
Supervises staff, faculty, students, and consultants.
Plans, facilitates, and/or participates in meetings, conferences, and workshops.
Performs other duties as assigned.
