About The Position

The North Carolina Department of Health and Human Services (DHHS), Division of Services for the Deaf and Hard of Hearing (DSDHH) is seeking a passionate, skilled leader to manage and grow statewide DeafBlind programs as the DeafBlind Services Manager. This role involves developing and overseeing essential services such as the Support Service Provider (SSP) program, CoNavigator initiatives, the iCanConnect (iCC) program, and other statewide supports aimed at promoting communication access, independence, and equal opportunity for individuals who are DeafBlind. The position offers an opportunity to shape policy, lead a team, collaborate with state and federal partners, and advocate for individuals facing critical access barriers. The Division of Services for the Deaf and Hard of Hearing works to ensure that all Deaf, Hard of Hearing, or DeafBlind North Carolinians have the ability to communicate their needs and to receive information easily and effectively in all aspects of their lives, especially their health and well-being.

Requirements

  • Master's degree in a discipline specific to the program from an appropriately accredited institution and four years of experience in the area of assignment, including two years in a supervisory or consultative capacity; OR Bachelor's degree in a discipline specific to the program from an appropriately accredited institution and six years of experience in the area of assignment, including two years in a supervisory or consultative capacity; or an equivalent combination of education and experience.
  • Completion of the State application in its entirety, including comprehensive candidate information in the Education, Work Experience, and Certificates & Licenses sections.

Responsibilities

  • Lead and supervise the DeafBlind Services team, including SSP, CoNavigator, and iCanConnect program staff
  • Build, implement, and continually improve statewide DeafBlind programs and service models
  • Oversee contracts, budgets, policies, compliance documentation, and regulatory requirements (ADA, CVAA, FCC rules)
  • Develop and enhance partnerships with schools, state agencies, community programs, and advocacy groups
  • Provide training on DeafBlind communication methods (including tactile communication) and support outreach efforts statewide
  • Serve as a subject matter expert advocating for DeafBlind individuals and families
  • Ensure accessibility, quality assurance, and audit preparedness across all program areas
