About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. This position is part of the Data and Decision Support (DDS) division within the Office of Data and Systems Improvement (ODSI). The ODSI mission is to ensure effective coordination, communication and consistency around data reporting and how it’s used in understanding and improving performance and outcomes. DDS supports that mission by supplying data and reports that empower DFPS leadership and stakeholders to make the best decisions backed by relevant, high-quality information. DDS is responsible for the production of agency data that encompasses the work of DFPS. This includes data about abuse and neglect investigations of children, adults and other vulnerable Texans, as well as data about children in conservatorship, prevention efforts, financial information, and other legislatively mandated reporting. Data is produced for both internal and external stakeholders, including other state agencies, open records requests, and media requests. DDS conducts quality assurance reviews of data to ensure consistency and the validity of data produced. DDS also creates and maintains online reports. We’re looking for someone who wants to dedicate their SQL data mining/reporting skills, problem solving/critical thinking skills, and attention to detail to helping DFPS serve and protect vulnerable Texans. At DDS we take the data collected during the field work done by DFPS, and work to make that data available and digestible to a diverse audience. We create data reports for both internal and external stakeholders to help the agency make better data driven decisions. We need someone who thrives in a fast-paced environment with changing priorities, who is intellectually curious, and who wants to understand what the data means. This position needs someone who is meticulous, adheres to standards, has an eye for quality assurance, and is not afraid of pointing out mistakes or inconsistencies.

Requirements

  • Knowledge of relational databases
  • Knowledge of data processing practices and theory
  • Skill in writing complex original code and revising existing code in SQL and/or PL/SQL
  • Skill in researching, troubleshooting, and solving data issues and complex problems
  • Skill in analysis, problem solving, data comprehension, reporting methodologies, math, and designing statistical reports and charts/graphs
  • Skill in using selected software including TOAD, Oracle SQL Developer, Databricks, and/or Bitbucket
  • Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write original or revise existing program code as required
  • Ability to perform detailed work accurately and timely
  • Ability to learn and apply new technology and skills
  • Ability to work under stressful conditions and manage multiple projects with tight deadlines
  • Ability to adapt and modify behavior in response to changes in situations or priorities
  • Ability to present information to a variety of audiences (verbally and in writing) and to communicate clearly, concisely, and effectively
  • Ability to work hours as needed to meet defined deadlines and support the agency’s critical reporting requirements
  • Experience writing original SQL code
  • Experience using TOAD/SQLDeveloper or other software development tool
  • Experience with relational databases
  • Experience creating reports in Excel
  • Ability to understand and present complex data products to a wide audience
  • Experience in developing standards or ensuring data and report quality or CQI
  • Experience in leading meetings or workgroups
  • Experience in being a team lead, a mentor, or supervisor in a technical setting

  • DFPS programmatic experience is preferred.

Responsibilities

  • Creating complex original SQL coding extracted from multiple large agency and external databases, gathering requirements for data requests, and evaluating and/or modifying existing code to produce both internally and externally releasable reports for the agency. (40%)
  • Providing quality assurance reviews for the work products of other analysts. (40%)
  • Documenting, designing, validating, and implementing reports for multiple areas of specialization using selected DFPS methodology and reporting tools. (10%)
  • Promoting and demonstrating appropriate professional behavior and communication among coworkers and all work-related contacts. (5%)
  • Participating in data system design meetings for new agency initiatives to ensure the agency’s ability to report applicable data. (3%)
  • Serving as a lead analyst on assigned projects of varying levels of complexity and acting as mentor/on-the-job trainer for new and junior analysts. (2%)
