About The Position

Data Center Services (DCS) is a shared service organization within Enterprise Information Services (EIS). DCS serves the citizens of Oregon by enabling and supporting the missions of more than 150 State of Oregon agencies, Boards and Commissions through the delivery of Information Technology (IT) services. The DCS team maintains and operates a state-of-the-art Data Center, providing a highly secure environment with redundant infrastructure for high availability and efficiency. The services we provide include network connectivity (WAN, LAN, and Wireless), server hosting (mainframe, iSeries, AIX, Linux, and Windows), email services, data center colocation and data backup services.

Requirements

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
  • Qualified related experience and education: degree in Information Technology, Computer Science, Business Administration, Public Administration or professional management experience as a program/unit leader, assigning and reviewing work of professional Information Technology staff (e.g., programmers, developers, engineers, etc.) including responsibility for developing goals and objectives, program evaluation, and monitoring and controlling or preparing a budget.

  • Employee is required to obtain and maintain CJIS clearance.
  • Employee will be required to possess and maintain a valid driver’s license issued by the state where the employee resides.

  • Demonstrated ability to lead, manage, mentor, and develop engineering or technical teams responsible for enterprise network services, including workload prioritization, staff development, performance management, succession planning, and knowledge transfer.
  • Demonstrated experience managing enterprise network operations in a data center, shared services, government, or large-scale enterprise environment.
  • Demonstrated technical understanding of enterprise network technologies, including routing, switching, and transport (including MPLS, OSPF, BGP), wireless, remote access, VPN, firewalls, load balancing, and network monitoring across enterprise platforms such as Cisco, Arista, Juniper, Palo Alto, F5, or comparable technologies.
  • Strong understanding of network security principles, including firewalls, IPsec, SASE, Zero Trust concepts, 802.1X, intrusion detection/prevention, secure remote access, logging, monitoring, vulnerability remediation, and audit readiness.
  • Demonstrated ability to manage network lifecycle planning, including hardware/software refresh, firmware and code upgrades, supportability, end-of-life planning, technical debt reduction, and modernization efforts.
  • Demonstrated experience managing vendors, contracts, licensing, procurements, statements of work, maintenance agreements, and vendor performance.
  • Strong knowledge of IT service management practices, including incident, problem, change, request, asset, configuration, and knowledge management.
  • Strong written and verbal communication skills, with the ability to explain technical issues, risks, options, and recommendations to executives, agency customers, technical teams, vendors, and non-technical stakeholders.
  • Demonstrated experience managing enterprise network operations in a data center, shared services, government, or large-scale enterprise environment.

  • Provides strategic leadership for the Enterprise Network Team, ensuring 365/24/7 system availability to meet Oregon’s enterprise network needs.
  • Ensures the high availability, performance, and optimization of DCS systems, subsystems, shared applications, storage systems, and all associated hardware and software that power essential public programs across Oregon.
